HJR 23-CONST. AM: GOVERNOR'S PROPOSED BUDGET

CHAIR CARRICK  announced that the  first order of  business would                                                               
be HOUSE JOINT  RESOLUTION NO. 23, Proposing an  amendment to the                                                               
Constitution of  the State  of Alaska  requiring the  governor to                                                               
submit a balanced budget to the legislature.

REPRESENTATIVE  JUBILEE UNDERWOOD,  Alaska State  Legislature, as                                                               
prime  sponsor  of HJR  23,  said  thanks  to the  committee  for                                                               
hearing the joint resolution and the good questions.                                                                            
                                                                                                                                
REPRESENTATIVE HIMSCHOOT moved to report  HJR 23 out of committee                                                               
with  individual  recommendations  and  the  accompanying  fiscal                                                               
notes.  There being no objection,  HJR 23 was reported out of the                                                               
House State Affairs Standing Committee.
