CHAIR KELLER announced that the  first order of business would be                                                               
HJR 18, Proposing amendments to  the Constitution of the State of

REPRESENTATIVE PRUITT  moved to  report HJR  18 out  of committee                                                               
with  individual  recommendations  and  the  accompanying  fiscal

REPRESENTATIVE   GRUENBERG   objected   and  then   removed   his
