She stated she wished to learn more about the experience DOT&PF had with land disposal and how the bill would streamline the department's efforts. 1:47:29 PM HEATHER O'CLARAY, Statewide Right-of-Way Chief, Department of Transportation & Public Facilities, answered questions on behalf of the bill sponsor, House Rules by request of the governor. She explained that DOT&PF has much experience with regard to disposal, and there are different independent authorities for highways, airports, and facilities. REPRESENTATIVE MINA asked what background DOT&PF had in land disposals related to commercial development that the bill would enact. MS. O'CLARAY replied it was difficult to answer, and that DOT&PF's facilities are not geared towards commercial use, but geared towards transportation uses. The department disposes of property when it becomes excess to its needs, she said. 1:48:33 PM CHAIR MCCABE opened public testimony on HB 282. 1:49:35 PM The committee took a brief at-ease at 1:49 p.m. 1:49:47 PM CHAIR MCCABE, after ascertaining that no one wished to testify, closed public testimony on HB 282.
