Representative Ortiz surmised that it gave a net reduction to commercial fisheries, and noted that the description showed a detail of commercial crew member license receipts. He wondered whether those receipts went into commercial fisheries operating funds. Mr. Painter replied in the affirmative and stated that the shortfall fund source was the program receipts, and stated that the shortfall would be filled with commercial fisheries entrance receipts.
