HB 191    An  Act authorizing  financing  for certain  public                                                                   
          transportation  projects;   giving  notice  of  and                                                                   
          approving  the  entry  into,  and the  issuance  of                                                                   
          revenue obligations  that provide participation in,                                                                   
          lease-financing      agreements      for      those                                                                   
          transportation  projects;   and  providing  for  an
