CHAIR CLAMAN  announced the  consideration of  CS FOR  HOUSE BILL                                                               
NO.  35(STA)  "An Act  relating  to  the  use and  possession  of                                                               
electronic devices by prisoners."                                                                                               
                                                                                                                                
CHAIR  CLAMAN said  this is  the third  hearing of  HB 35  in the                                                               
Senate Judiciary  Committee. [Senate committee  substitute (SCS),                                                               
version O, was adopted as the  working document on May 12, 2025.]                                                               
The intention is to consider adoption of a new SCS, version W.

SENATOR  KIEHL moved  to adopt  the  Senate committee  substitute

       Version W amends (f) and adds new (g) to allow the                                                                       
     commissioner to use computers or electronic tablets to                                                                     
     provide a new program or service.                                                                                          
                                                                                                                                
     New Section 3  is added in Version W.  Section 3 amends                                                                    
     AS  33.30.105(a) by  adding  clarifying language  about                                                                    
     identification cards  being issued to prisoners  by the                                                                    
     Department of Corrections.                                                                                                 
                                                                                                                                
        Version W includes a title change and conforming

CHAIR CLAMAN  removed his objection  and SCS CSHB 35,  version W,                                                               
was adopted as the working document.                                                                                            
                                                                                                                                
CHAIR CLAMAN  said the intention  is to look  to the will  of the
