CHAIR SUMNER announced  that the next order of  business would be                                                               
HB 21,  "An Act  relating to group  insurance coverage  and self-                                                               
insurance coverage  for school  district employees,  employees of                                                               
the  University of  Alaska, and  employees of  other governmental
