CHAIRWOMAN DRUE PEARCE called the Senate Rules Committee meeting to
order at 1:45 p.m. All members were present.
CHAIRWOMAN PEARCE announced that a Senate Rules Committee
substitute (Version O) was prepared for SB 174-EDUCATION FUNDING.
SENATOR COWDERY moved to adopt CSSB 174(RLS) as the working
document of the committee. There being no objection, the motion
carried.
CHAIRWOMAN PEARCE informed committee members that CSSB 174(RLS) has
a fiscal note in the amount of $18,385,300. Section 1 increases
the base allocation amount by $70. Section 2 changes the required
local contribution by limiting the annual increase in assessed
valuation to 50 percent of the total increased amount over the
prior year. Section 3 changes the facilities constituting a school
definition from 750 down to 425, which deals with the Petersburg
and Wrangell difficulty. This version does not include a change to
the North Slope Borough.
There being no questions or testimony, SENATOR COWDERY moved to
calendar CSSB 174(RLS) with its accompanying fiscal note.
SENATOR PHILLIPS objected.
The motion to calendar CSSB 174(RLS) carried with Senators Cowdery,
Therriault, Ellis and Pearce voting "yea," and Senator Phillips
voting "nay."
CHAIRWOMAN PEARCE informed the committee that SCR 14-JOINT
COMMITTEE ON NATURAL GAS PIPELINES has a zero fiscal note. This
joint committee would be established in a similar manner to the BP-
Alaska/ARCO merger committee, for the purpose of looking at issues
related to the gas pipeline that come before the legislature during
the interim.
SENATOR PHILLIPS moved to calendar SCR 14. There being no
objection, the motion carried.
CHAIRWOMAN PEARCE told committee members that the Senate Finance
Committee adopted a committee substitute for SJR 23-CONST AM:
APPROPRIATION/SPENDING LIMIT and that the resolution has a fiscal
note in the amount of $1500 because a question would be placed on
the general election ballot in 2002.
SENATOR PHILLIPS moved to calendar all versions of SJR 23.
SENATOR ELLIS objected.
The motion to calendar SJR 23 carried with Senators Cowdery,
Phillips, Therriault and Pearce voting "yea," and Senator Ellis
voting "nay."
CHAIRWOMAN PEARCE announced that a Senate Rules Committee
substitute (Version U) was prepared for HB 177-CAMPAIGN FINANCE:
GROUPS & DISCLOSURE.
SENATOR THERRIAULT moved to adopt SCS CSHB 177(RLS) as the working
document of the committee. With no objection, the motion carried.
There being no questions or testimony, SENATOR THERRIAULT moved to
calendar SCS CSHB 177(RLS) with its accompanying fiscal note.
SENATOR ELLIS objected.
The motion to calendar SCS CSHB 177(RLS) carried with Senators
Phillips, Cowdery, Therriault and Pearce voting "yea," and Senator
Ellis voting "nay."
SENATOR ELLIS moved the calendar CSHB 200(STA)-DRUNK DRIVING
VICTIMS REMEMBRANCE DAY. There being no objection, the motion
carried.
There being no further business to come before the committee,
CHAIRWOMAN PEARCE adjourned the meeting at 1:50 p.m.
