standard of review for applications for certificates of need
relating to nursing homes and nursing home beds and relating to
that standard of review; providing that the standard of review for
applications for certificates of need for beds other than nursing
home beds or for a health care facility other than a nursing home
is the availability and quality of existing health care resources
or the accessibility to those resources compared to the current or
projected requirement for health services required to maintain the
good health of citizens of this state; defining the term 'nursing
home bed'; eliminating statutory references to the office of
planning and research in the Department of Health and Social
Services; and providing for an effective date."

ACTION NARRATIVE

CHAIRMAN KELLY called the Senate Rules Committee meeting to order
at 4:35 p.m. Senators Leman, Miller, Ellis, and Chairman Kelly
were present.
SENATOR LEMAN moved to calendar CSHCR 5(TRA)-EXTEND DALTON HWY TO
ARCTIC OCEAN. There being no objection, the motion carried.
SENATOR LEMAN moved to adopt the Senate Rules Committee Substitute
for SJR 18-EXXON VALDEZ DAMAGE CLAIMS. SENATOR ELLIS objected to
the Senate Rules Committee Substitute, and stated he believes it
waters down the original version too much. A roll call vote was
taken. The motion carried with Senators Leman, Miller, and Kelly
voting "yea," and Senator Ellis voting "nay."
SENATOR LEMAN noted, for the record, that resolution of the
judgments could have a financial impact on his family. He then
moved to report CSSJR 18(RLS) for calendaring. SENATOR ELLIS
objected. The motion to calendar CSSJR 18(RLS) carried with
Senators Miller, Leman, and Chairman Kelly voting "yea," and
Senator Ellis voting "nay."
SENATOR LEMAN moved to calendar HB 135-POLICE USE OF EAVESDROPPING
DEVICES. There being no objection, the motion carried.
SENATOR LEMAN moved to calendar CSHB 156(FIN)-PERMANENT FUND
INVESTMENTS. There being no objection, the motion carried.
SENATOR LEMAN moved to calendar HB 157-PFD ALLOWABLE ABSENCES.
There being no objection, the motion carried.
SENATOR LEMAN moved to calendar CSHB 187(FIN)-CERTIFICATES OF NEED
FOR HEALTH FACILITY. There being no objection, the motion carried.
There being no further business to come before the committee,
CHAIRMAN KELLY adjourned the meeting at 4:37 p.m.
