POSITION STATEMENT: Proposed committee substitute
ACTION NARRATIVE

CHAIRMAN KELLY called the Senate Rules Committee meeting to order
at 11:42 a.m. Present were Senators T. Kelly, Miller, Pearce, and
Ellis. The first order of business to come before the committee
was CS for SJR 40 (FIN).
SJR 40-MAJORITY VOTE FOR STATEWIDE OFFICES
SENATOR ROBIN TAYLOR stated the proposed committee substitute is
necessary because the Finance Committee deleted the words on line
14, "and electors of the President and Vice President of the United
States." Senator Taylor stated there is no objection to the
deletion of those words, but the Finance Committee failed to remove
those words from the title of the bill.
SENATOR MILLER asked if the committee substitute was just a title
change.
SENATOR TAYLOR replied yes.
SENATOR MILLER moved to adopt the CS for SJR 40 (RLS). Without
objection, the committee substitute was adopted.
SENATOR MILLER moved all versions of SJR 40 with individual
recommendations and accompanying fiscal notes for calendaring at
the Chairman's discretion. The motion carried with Senators
Miller, Pearce, and Kelly voting "Yea", and Senator Ellis voting
"Nay."
SB 289-BOARD OF TECHNICAL AND VOCATIONAL EDUC
SENATOR MILLER moved all versions of SB 289 with individual
recommendations and accompanying fiscal notes for calendaring at
the Chairman's discretion. The motion carried with Senators
Miller, Pearce, and Kelly voting "Yea", and Senator Ellis voting
"Nay."
HB 289-AK DEFENSE FORCE/NATL GUARD:TRANSPORT
SENATOR PEARCE moved HB 289 with individual recommendations and
accompanying fiscal notes for calendaring at the Chairman's
discretion. Without objection, the motion carried.

SENATOR MILLER moved all versions of SB 294 with individual
recommendations and accompanying fiscal notes for calendaring at
the Chairman's discretion. The motion carried with Senators
Pearce, Miller, and Kelly voting "Yea", and Senator Ellis voting
"Nay."

SENATOR MILLER moved CS for HB 297 (STA)(title am) with individual
recommendations and accompanying fiscal notes for calendaring at
the Chairman's discretion. Without objection, the motion carried.

SENATOR ELLIS moved CS for HB 298 (L&C) with individual
recommendations and accompanying fiscal notes for calendaring at
the Chairman's discretion. Without objection, the motion carried.
HB 318-LAW ENFORCEMENT AGENCY PROPERTY DISPOSAL
SENATOR MILLER moved CS for HB 318 (JUD) with individual
recommendations and accompanying fiscal notes for calendaring at
the Chairman's discretion. Without objection, the motion carried.
