WITNESS REGISTER ACTION NARRATIVE TAPE 94-6, SIDE A Number 001 CHAIRMAN RICK HALFORD called the Senate Rules Committee meeting to order at 6:50 p.m. SENATOR ZHAROFF moved and asked unanimous consent that SB 213 (APUC UC EXTENSION AND REGULATORY COST CHARGE) be approved for calendaring at the Chair's discretion. Hearing no objection, it was so ordered. SENATOR ZHAROFF moved and asked unanimous consent that SB 373 ("S.A.F.E." COMMISSION) be approved for calendaring at the Chair's discretion. Hearing no objection, it was so ordered. SENATOR ZHAROFF moved and asked unanimous consent that CSHB 49(FIN) ) am (ABSENTEE VOTING & USE OF FAX) be approved for calendaring at the Chair's discretion. Hearing no objection, it was so ordered. CHAIRMAN HALFORD brought SB 195 (PHYSICAL/OCCUPATIONAL THERAPY BOARDS EXT.) before the committee as the next order of business. SENATOR RIEGER moved that CSSB 195(RLS) be adopted. He then explained that the HES version passed out earlier allowed the Board of Occupational Licensing to incorporate alternative methods of certifying a physical therapist (courses of instruction which were completed to the satisfaction of the board). The Rules CS will reduce to only allowing the Board to amend their existing regulations to allow assistant physical therapists to be licensed with a resident course of study and professional instruction, which is equivalent to that which was otherwise provided in statute. This will allow more flexibility for people to become licensed as assistant physical therapists. CHAIRMAN HALFORD asked if there were any objections to the adoption of CSSB 195(RLS). Hearing no objection, the motion. SENATOR RIEGER moved that CSSB 195(RLS) be passed out of committee with individual recommendations. Hearing no objection, it was so ordered. SENATOR RIEGER moved and asked unanimous consent that SB 195 be approved for calendaring at the Chair's discretion. Hearing no objection, it was so ordered. CHAIRMAN HALFORD brought CSHB 513(STA) (GRANTS/LOANS FOR STORAGE TANK OWNERS) before the committee as the final order of business. He noted the bill was the same as SB 295 which went through the Senate committee process and has been approved for calendaring. JEFFREY LOGAN, staff to Representative Joe Green, explained the legislation does three things: Section 1 expands the program; Section 2 sets deadlines for part of the program; and Section 3 also extends the deadline. In Section 3 the deadlines for the upgrading and closure sections will be set for December 31, 1994. CHAIRMAN HALFORD asked if the existing law was designed to sunset by the application dates without this legislation. MR. LOGAN acknowledged that it was. SENATOR LITTLE asked if there were any differences between the Senate bill and the House version before the committee. MR. LOGAN answered that the version that passed the House and the Senate Judiciary version are exactly alike. SENATOR LITTLE moved that CSHB 513(STA) be passed out of committee with individual recommendations. Hearing no objection, it was so ordered. SENATOR LITTLE moved and asked unanimous consent that CSHB 513(STA) be approved for calendaring at the Chair's discretion. Hearing no objection, it was so ordered.
