CO-CHAIR BILL WIELECHOWSKI called the joint meeting of the
Senate Resources Standing Committee and the Senate Special
Committee on Energy to order at approximately 12:00 p.m.

State Energy Plan - Ouzinkie
[Unconventional meeting facilities did not allow for a good
recording; so the following is list of people who testified and
a brief summary of their remarks. Most comments were about how
people were struggling to meet fuel costs for their homes as
well as needing funding to develop energy alternatives for the
community.]
SENATOR STEVENS remarked that he was impressed with what the
people in Ouzinkie were doing with supplementing the diesel
generators with hydro.

CO-CHAIR WIELECHOWSKI said that he would begin taking testimony
from people who had signed up to speak.
TED PANAMARIEFF, Ouzinkie Native Corporation, said he
appreciated them being here.

BARBARA ANDERSON, representing herself, thanked them for coming
to Ouzinkie.

SHARON ANDERSON, Spruce Island Development Corporation, said
people are struggling with energy costs for their homes.

LARRY CHICHENOFF, Alaska Native Tribal Health Consortium
(ANTHC), said Alaska is always last to get the price of oil and
gas to drop down when we should be almost self-sufficient.

MICHELLE SYDEMAN, staff to Senator Wielechowski, said some
people told her that a priority was getting about $50,000 go to
the AEA to pay for a machine that would collect wind data. The
second priority was about $50,000 to address the integrity of
their water system.

Unidentified person commented on the water system.

MR. LARSON, Project Manager, [indisc.] said they design
sanitation facilities in Alaska. He said the water mains are
corroding from the outside in and leaking. The system delivers
approximately 90,000 gallons/day and a community of this size
should only use about 20,000 gallons/day. That water could be
turned into the energy to run the hydro. It is drinking water
first and electric second.
He said the problem is their funding is limited. To get a
project in Kodiak that already has water mains he has to be
really tactful.

CO-CHAIR WIELECHOWSKI asked what the price tag is for replacing
all the water mains.
MR. LARSON replied that he estimated $1 million to design and
construct. But he could leverage even $50,000-$100,000 into a
fundable project.

JOHN BARTOLINO, representing himself, said he knows the state
has a lot of funding for energy efficiency projects, but that
doesn't help the individual with solar panels and things like
that.

NICKOLAS PESTAIKOFF, representing himself, thanked them for
coming to Ouzinkie. He said they are uniquely situated for hydro
and wind generation. He thought the technology could be
developed to take advantage of the tidal currents as well.
SENATOR STEVENS remarked that this community has suffered an
enormous loss [in reference to military service]. He appreciated
their sacrifice for the state of Alaska and the United State and
he thanked them for inviting them.
CO-CHAIR WIELECHOWSKI found no further business and adjourned
the meeting.
