providing that a political use is not an authorized use of
charitable gaming proceeds; prohibiting the contribution of
charitable gaming proceeds to candidates for certain public
offices, their campaign organizations, or to political groups;
providing that a political group is not a qualified organization
for purposes of charitable gaming; and providing for an effective
date."

HB 307 CHARITABLE GAMING & POLITICS
CHAIRMAN KELLY called the Senate Labor and Commerce Committee
meeting to order at and announced HB 307 to be up for
consideration.
SENATOR TORGERSON moved to pass CS for HB 307 (FIN) from committee
with individual recommendations. There were no objections and it
was so ordered.
HB 73 LICENSURE OF MANICURISTS
SENATOR KELLY announced HB 73 to be up for consideration.
SHERMAN ERNOUF explained the changes in the proposed CS. He said
there was concern expressed over the hourly requirement for
apprenticeships so that was addressed in section 5.
The next change was on page 4, section 9 where the amount of
classroom instruction was limited to no more than eight hours.
[The tape was indistinct here because of noise from an airplane.]
Another issue addressed was that the person will have had to
practiced for compensation for 300 hundred hours during the past
two years in order to be grandfathered in without a test or
classroom instruction.
SENATOR TORGERSON moved to adopt the CS to HB 73. There were no
objections and it was so ordered.

individual recommendations. There were no objections and it was so
ordered.
SENATOR KELLY adjourned the meeting at 3:48 p.m.
