SJR 14 CONFIRMATION OF BD MANAGING PERM FUND
CHAIRMAN ROBIN TAYLOR called the Senate Judiciary Committee meeting
to order at 1:39 p.m. All members were present except Senator
Ellis, who was excused from the floor of the Senate. The first
order of business was SJR 14.
SENATOR RICK HALFORD, sponsor of SJR 14, gave the following
testimony on the proposed sponsor substitute for SJR 14. Last year
lengthy discussion occurred in an attempt to define which public
corporations should be added to the list of boards requiring
legislative confirmation of members. No conclusion was reached.
SSSJR 14 simply applies the requirement of legislative confirmation
to members of the Permanent Fund Corporation. Because there is no
simple way to include other public corporations, this measure is
exclusive to the Permanent Fund Corporation, the most important.
He stated it is ridiculous that the Legislature must confirm
members of the Board of Barbers and Hairdressers yet does not
confirm members of the Permanent Fund Corporation.
SENATOR HALFORD explained a proposed technical amendment to correct
a drafting error. On page 1, line 2, after "appointments" insert
"and removal," and on page 2 line 4, after "removed" insert "only
for cause."

There being no further discussion on SSSJR 14, SENATOR GREEN moved
to adopt the sponsor substitute for SJR 14. There being no
objection, the motion carried.
SENATOR MILLER moved adoption of the proposed amendment to SSSJR
14. There being no objection, the motion carried.
SENATOR MILLER moved SSSJR 14, as amended, out of committee with
individual recommendations. SENATOR ADAMS objected. The motion
carried with Senators Taylor, Green, and Miller voting "yea," and
Senator Adams voting "nay."
SENATOR ADAMS informed committee members he will recommend to the
Democratic minority that any constitutional amendments scheduled by
the majority for a floor vote fail on the Senate floor, until
minority members have the same scheduling opportunity. SENATOR
TAYLOR asked if there was a particular constitutional am
endment Senator Adams had in mind. SENATOR ADAMS replied there was
not one in particular, however anytime the majority is willing, he
would recommend one for scheduling.
There being no further business before the committee, SENATOR
TAYLOR adjourned the meeting at 1:44 p.m.
