SENATE HEALTH, EDUCATION & SOCIAL SERVICES COMMITTEE January 26, 1999 3:35 p.m. MEMBERS PRESENT Senator Mike Miller, Chair Senator Pete Kelly, Vice Chair Senator Kim Elton Senator Gary Wilken MEMBERS ABSENT Senator Drue Pearce COMMITTEE CALENDAR Organizational meeting. ACTION NARRATIVE TAPE 99-01, SIDE A Number 001 CHAIRMAN MIKE MILLER called the Senate HESS Committee meeting to order at 3:35 p.m., and noted the presence of Senators P. Kelly, Wilken and himself. He stated that this is an organizational meeting for the committee. He then introduced Roxanne Turner, the new Committee Secretary, and congratulated Lynne Collins, also present, for her promotion to Supervisor at Senate Records. CHAIRMAN MILLER said he would introduce Sharon Clark, HESS Committee Aide, as soon as she returned to the committee room. Number 024 CHAIRMAN MILLER discussed committee structure and bill scheduling this year. The Tuesday committee meeting will begin at 3:30 but since the Senate Majority Caucus is going to meet every Tuesday at 4:30, the Tuesday meetings will only be an hour long. Bills will be scheduled for the week on Tuesday, and whatever the committee doesn't get to on Tuesday will be taken up at the Thursday meeting. CHAIRMAN MILLER stated that Senator Wilken, who co-chaired the long-term health care task force with Senator Sharp, and Representative Bunde will give the committee a report next week on Tuesday. The committee will deal with some issues related to long- term health care during the next two years. Number 039 CHAIRMAN MILLER noted the arrival of Senator Kim Elton for the record. Number 042 CHAIRMAN MILLER expressed interest in hearing the report from the task force, and his intent at some point to reintroduce his bill on the amount of money that is given to the assisted living homes. A joint report by the assisted living homes and DHSS addressing some of their needs will be coming out. CHAIRMAN MILLER concluded that those are the issues he's interested in looking at this year. He invited the members to share their suggestions on issues they'd like to see the committee cover. Number 064 SENATOR WILKEN requested Beth Lape, Special Assistant to the Department of Education, who was present and has been working on the 60-65-70% instruction in the classroom, to give the committee a half-hour briefing sometime during the next month on those issues and the obstacles to school districts in achieving their goals. In that same presentation, he'd like the committee to be updated on last year's big spreadsheet and how it's played out through the school districts in real life. SENATOR WILKEN stated that he and Representative Bunde will present the long-term care report next Tuesday, and will ask the committee to address the things that need to be done, either individually or as a committee. Number 089 SENATOR ELTON agreed that there are some education issues that need committee review, to at least ensure that last year's cleanup is going along as it should. Mental health parity has also been the subject of a legislative task force review, the question of whether or not investing in some biologically-based mental health problems may not incur long-term savings down the road. SENATOR ELTON stated that this committee would be especially well-prepared to look at those issues. Number 102 CHAIRMAN MILLER agreed with Senator Elton. He noted that next week on Thursday another group will give a brief summary. SHARON CLARK, HESS Committee Aide, explained that Patrick Rhinehart of the State Independent Living Council will brief the committee on their needs in the community and throughout the state. CHAIRMAN MILLER stated that their 45-minute presentation will be on Thursday of next week, so the first bills will be taken up by the committee the week after next, on February 9 and February 11. The first bill he'll take up was assigned to the committee by Senator Pearce, and relates to the Mental Health Authority's operating and capital expenditures for the year. HESS will review it and refer it to Finance. CHAIRMAN MILLER stated that not many bills have been assigned to the committee so far, and with so many people focused on the current state fiscal situation, it may be a year that not a lot of bills are introduced. Number 133 SENATOR WILKEN requested a schedule of the terms of the University Board of Regents indicating the names and when the terms expire. Four new regents will be appointed, and the committee will be talking about it at some point. Number 140 CHAIRMAN MILLER adjourned the meeting at 3:40 p.m.
