POSITION STATEMENT: Presented CCS for HB 87, on behalf of
Senator Stevens, chairman of the Senate Standing Committee on
Education.

CHAIR HIGGINS called the Conference Committee on HB 87 meeting
to order at 9:35 a.m. Representatives Higgins and Drummond and
Senators Stevens, Dunleavy, and Gardner were present at the call
to order.
HB 87 - SPECIAL EDUCATION SERVICE AGENCY

CHAIR HIGGINS announced that the only order of business would be
HOUSE BILL NO. 87, "An Act extending the special education
service agency; and providing for an effective date."
CHAIR HIGGINS announced that before the committee were CSHB
87(FIN) and SCS CSHB 87(EDC). He further announced that
testimony would be by invitation only.

SENATOR STEVENS moved to adopt CCS HB 87, Version 28-LS0392\R,
Mischel, 4/11/13, as the working document.
CHAIR HIGGINS objected.

TIM LAMKIN, Staff, Senator Gary Stevens, Alaska State
Legislature, introduced the CCS for HB 87, and pointed out the
three points under negotiation. The first adopts the Senate
version, to maintain the governance of the Special Education
Service Agency (SESA) under the Governor's Council on
Disabilities, with budgetary oversight and accountability
through the Department of Education and Early Development (EED).
The second point also adopts the Senate version to provide a
funding increase to $18.65 per average daily membership (ADM) in
the state; approximately $375,000 per fiscal year for the
ensuing eight year period. The final measure adopts the House
version to extend the sunset date to June 30, 2021.

CHAIR STEVENS said the CCS represents an effective compromise
with the modest funding increase and the eight year
authorization period.
CHAIR HIGGINS agreed.
CHAIR STEVENS moved to report CCS HB 87, Version 28-LS0392\R,
Mischel, 4/11/13, out of committee, with individual
recommendations and the accompanying fiscal note. Without
objection, CCS HB 87 was reported from the Conference Committee
on HB 87.
The committee took an at-ease from 9:38 a.m. to 9:39 a.m.

There being no further business before the committee, the
Conference Committee on HB 87 meeting was adjourned at 9:39 a.m.
