  Senator  Drue  Pearce,  Cochair,  Senate Finance  Committee,                 
  convened the meeting at approximately 10:05 A.M.

  In  addition  to  COCHAIR  PEARCE,  COCHAIR  SHARP, SENATORS                 
  PHILLIPS, TORGERSON, PARNELL and ADAMS were present when the                 
  meeting was convened.

  SUMMARY INFORMATION                                                          
                                                                               
                       SENATE BILL NO. 47                                      
    "An Act making appropriations for the operating and loan                   
  program                                                                      
   expenses of state government, for certain programs, and to                  
     capitalize funds; and providing for an effective date."                   
                                                                               
                       SENATE BILL NO. 107                                     
  "An Act making and amending capital and other appropriations                 
  and                                                                          
   to capitalize funds; and providing for an effective date."                  
                                                                               
  A statewide teleconference  was held  for the operating  and                 
  capital budgets.   From 10:00 A.M.  to 1:00 P.M.,  testimony                 
  was  heard from  rural  sites and  all LIO's  except Juneau,                 
  Anchorage and  Fairbanks.   From  1:00  P.M. to  3:00  P.M.,                 
  testimony was heard from Anchorage and Fairbanks.  From 3:00                 
  P.M. to 5:00  P.M., testimony  was heard from  Juneau.   Log                 
  notes of the  meeting, a listing  of names and locations  of                 
  all  who  testified,  copies  of handouts  distributed,  and                 
  recorded tapes of  the meeting are on file in  the office of                 
  the Senate Finance Committee Secretary (465-4935) and may be                 
  requested  through that  office or  the Legislative  Finance
