  Senator  Drue  Pearce,  Co-chair,  convened the  meeting  at                 
  approximately 9:10 a.m.

  In addition to  Co-chair Pearce, Senators  Phillips, Donley,                 
  Torgerson, Parnell and  Adams were present when  the meeting                 
  convened.  Senator Sharp was excused.                                        
                                                                               
  ALSO  ATTENDING:   Mark Boyer,  Commissioner, Department  of                 
  Administration;  Beverly  Reaume,   Director,  Division   of                 
  Personnel,  Department  of  Administration;   Susan  Taylor,                 
  Fiscal Analyst, Division  of Legislative Finance;  and aides
