  Senator  Drue Pearce,  Co-chair,  convened  the  meeting  at                 
  approximately 9:07 A.M.

  In addition  to Co-chair  Pearce,  Co-chair Sharp,  Senators                 
  Donley, Torgerson, Phillips, Parnell and  Adams were present                 
  when the meeting was convened.                                               
                                                                               
  Also present were  Senators Wilken,  Ellis and Green,  House                 
  Speaker Phillips, Representatives Williams, Hanley, Cowdery,                 
  Davis,   Davies,   Moses,   Grussendorf,    Hudson,   Kelly,                 
  Therriault, Mulder, Foster and Kohring.

  Governor  Bill  Sheffield,  Chairman  of  the Board,  Alaska                 
  Railroad Corporation; Senator Johne Binkley, Director, ARRC;
