CALL TO ORDER
Senator Steve Frank, Co-chair, convened the meeting at
approximately 10:35 a.m.
PRESENT
In addition to Co-chair Frank, Senators Rieger, and Sharp
were present. Senators Kerttula, Kelly, and Jacko arrived
while the meeting was in progress. Co-chair Pearce was not
present.
ALSO ATTENDING: Cheryl Frasca, Division Director, Division
of Budget Review, Office of Management & Budget, Office of
the Governor; Raga Elim, Special Assistant, Department of
Natural Resources; Juanita Hensley, Chief, Driver Services,
Division of Motor Vehicles, Department of Public Safety; Rod
Mourant, Assistant Commissioner, Department of Revenue; Dave
Tonkovich, Fiscal Analyst, Legislative Finance Division;
SUMMARY INFORMATION
CSSB 99 - An Act relating to the powers, duties, financial
(JUD) administration, and operations of certain state
agencies, including the duration and renewal of
licenses issued by the Alcoholic Beverage Control
Board, duties of and fees charged by the office of
public advocacy, student loan fees, compensation
of hunting and fishing license vendors, Department
of Labor fees and licensing periods, police
standards fees, motor vehicle registration and
insurance and the definition of `vehicle', program
receipts accounting, risk management
administration, receipt of donations and charging
of fees by the Department of Natural Resources,
coverage of persons under Medicaid, and revising
the order of priority for coverage of optional
medical services under Medicaid; amending Alaska
Rule of Probate Procedure 16(d); and providing for
an effective date.
Testimony was heard from Cheryl Frasca, Division
Director, Division of Budget Review, Office of
Management & Budget, Office of the Governor,
outlined in a handout "CSSB 99(JUD) - "Omnibus
Legislation Fiscal Sectional, revised 4/20/93"
(copy on file). Juanita Hensley, Chief, Driver
Services, Division of Motor Vehicles, Department
of Public Safety, and Rod Mourant, Assistant
Commissioner, Department of Revenue, also
testified for their respective departments. The
committee recessed to go to the floor. Senate
Finance did not reconvene today.

Office of Management & Budget, Office of the Governor came
before the committee and provided a handout entitled CSSB
99(JUD) - "Omnibus" Legislation Fiscal Sectional (copy on
file). She outlined the sections in this handout. Juanita
Hensley, Chief, Driver Services, Division of Motor Vehicles,
Department of Public Safety; Raga Elim, Special Assistant,
Department of Natural Resources; and Rod Mourant, Assistant
Commissioner, Department of Revenue testified on sections
pertaining to their departments.
