CHAIR CLICK BISHOP called the Senate Community and Regional
Affairs Standing Committee meeting to order at 3:31 p.m. Present
at the call to order were Senators Hoffman, Egan, and Chair
Bishop.
HB 370-MUNICIPAL TAX EXEMPTIONS

CHAIR BISHOP announced the consideration of HB 370.

REPRESENTATIVE CATHY TILTON, Alaska State Legislature, Juneau,
Alaska, said HB 370 is a municipal tax-exemption bill for major
economic development projects. She stated that the amendments
made by the committee served the bill very well.

SENATOR HOFFMAN moved to report SCS CSHB 370(CRA), 29-LS1551\P,
from committee with individual recommendations and attached
fiscal note(s).

HB 209-WATER AND SEWER ADVISORY COMMITTEE

CHAIR BISHOP announced the consideration of HB 209. [CSHB
209(FIN) was before the committee.]

REPRESENTATIVE NEAL FOSTER, Alaska State Legislature, Juneau,
Alaska, sponsor of HB 209, introduced himself.

PAUL LABOLLE, Staff, Representative Foster, Alaska State
Legislature, Juneau, Alaska, set forth that HB 209 would
establish a water and sewer advisory committee. He said the
bill's general purpose was to find better ways of doing water
and sewer projects, look at new technologies, and address how to
better coordinate with federal agencies. He added that federal
funding parameters for new technologies would also be taken into
consideration by the advisory committee. He pointed out that the
bill had a zero-fiscal note because the advisory committee would
not have a travel budget and per diem for members.
REPRESENTATIVE FOSTER added that a report from the advisory
committee would be due on December 1, 2017.

CHAIR BISHOP opened public testimony. He announced that seeing
no testifiers, public testimony is closed.

LS0306\I, from committee with individual recommendations and

CHAIR BISHOP announced that without objection, CSHB 209(FIN)
passes from committee.

CHAIR BISHOP called the committee back to order. He noted that
the committee probably would not be meeting for the remainder of
the legislative session. He said the Senate Community and
Regional Affairs Committee was his first full chairmanship. He
set forth that the committee's members made up an all-star cast
that had drawn upon their tremendous amount of experience. He
expressed that his hope was the same members could serve on the
committee during the next session. He thanked committee aides
and staff members for their service as well.

Chair Bishop adjourned the Senate Community and Regional Affairs
Committee at 3:38 p.m.
