CALL TO ORDER
Chair Lyda Green convened the meeting at approximately 4:20 PM.

and to capitalize funds; and providing for an effective date."

Representative Harris offered a motion to appoint Senator Green as
chair of the Conference Committee of the FY 05 operating budget
appropriation.
Without objection the motion was ADOPTED and Senator Green served
as chair.
Chair Green offered a motion to appoint Representative Harris as
vice chair of the Conference Committee of the FY 05 operating
budget appropriation.
There was no objection and the motion to appoint Representative
Harris as vice chair was ADOPTED.
Chair Green announced that the Conference Committee would not
accept public testimony, as the public process had been included in
both the House of Representatives and the Senate committee
processes. She further stated that the Conference Committee would
operate under Uniform Rule No. 42, which stipulates, "adopting any
motion or taking any action requires a majority vote from each
body."
Representative Harris offered a motion to adopt all those
appropriations that are identical in both the House of
Representatives and Senate versions of the bills.
Without objection the motion was ADOPTED.
Representative Harris moved to adopt a letter requesting limited
powers to address those budget items in which the two bodies were
not in agreement [copy on file].
Chair Green clarified that under the authority of limited powers,
"the Conference Committee can adopt any amount between zero and the
higher of the House or Senate version of each item subject to
conference."
The motion was ADOPTED without objection.
Chair Green instructed members to sign the provided letters
requesting limited powers from the Speaker of the House of
Representatives and the President of the Senate.

Chair Green indicated the aforementioned letters had been signed
and would be delivered.
ADJOURNMENT
Chair Lyda Green adjourned the meeting at 04:27 PM
