CHAIR BEN  CARPENTER called the House Special  Committee on Ways                                                              
and Means meeting to order  at 6:46 p.m.  Representatives McKay,                                                                
McCabe, Allard, Gray, and Carpenter were  present at the call to                                                                
order.                                                                                                                          
                                                                                                                                
CHAIR CARPENTER  announced that the  committee was  scheduled to                                                                
hear  HB  109;  however,  recent events  in  the  House  Finance                                                                
Standing Committee have  led him to  reconsider the agenda.   He                                                                
explained  that  the effort  to  have  a  fiscal plan  has  been                                                                
thwarted tonight by the House Finance Committee.  He said he                                                                    
does not want to send new revenues to a body that does not want                                                                 
an effective spending limit.
