Alaska State Legislature

POSITION STATEMENT: Presented SB 95 as prime sponsor of the
bill.
ACTION NARRATIVE
3:11:45 PM
VICE CHAIR PRUITT called the House Transportation Standing
Committee meeting to order at 3:11 p.m. Representatives Pruitt,
Gruenberg, Petersen, Johnson, and Feige were present at the call
to order. Representative P. Wilson arrived as the meeting was
in progress.
SB 95-FRANK PALMER FERRY TERMINAL
3:12:10 PM
VICE CHAIR PRUITT announced that the only order of business
would be SENATE BILL NO. 95, "An Act naming the ferry terminal
located at Auke Bay in Juneau the Frank Palmer Ferry Terminal."
3:12:34 PM
SENATOR DENNIS EGAN, Alaska State Legislature, stated that SB 95
would name the Auke Bay ferry terminal the "Frank Palmer Ferry
Terminal" in honor of Frank Palmer, who was an "icon" who worked
for the Alaska Marine Highway System (AMHS) for nearly five
decades. Frank Palmer first began pulling trailers off the
Alaska ferries when ferry service began in 1962. The community
was greatly saddened to learn that Mr. Frank Palmer tragically
passed away in Hawaii while on vacation. Mr. Palmer was born
and raised in a home located across from the Auke Bay ferry
terminal so it will be a fitting tribute to name the terminal
after him. He referred to letters of support in members in
members packets.
VICE CHAIR PRUITT noted that Chair Wilson joined the meeting.
SENATOR EGAN pointed out that the bill has a zero fiscal note.
REPRESENTATIVE JOHNSON asked whether that differs from the
Department of Transportation & Public Facilities' (DOT&PF)$1,200
fiscal note.
SENATOR EGAN advised that the DOT&PF has subsequently issued a
zero fiscal note.
3:16:26 PM
REPRESENTATIVE PETERSEN stated he had an opportunity to read
through some of the letters in members' packets. He commented
that Mr. Palmer sounded like quite a favorite member of the
local committee. He also agreed it was a fitting gesture to
name the ferry terminal after Mr. Palmer.
REPRESENTATIVE PETERSEN moved to report SB 95 out of committee
with individual recommendations and the accompanying fiscal
notes. There being no objection, SB 95 was reported from the
House Transportation Standing Committee.
REPRESENTATIVE JOHNSON asked whether public testimony had been
closed.
3:17:27 PM
REPRESENTATIVE PETERSEN made a motion to rescind his action to
report SB 95 out of committee to correct a technical issue.
VICE CHAIR PRUITT, after first determining no one else wished to
testify, closed public testimony on SB 95.
3:17:40 PM
REPRESENTATIVE PETERSEN moved to report SB 95 out of committee
with individual recommendations and the accompanying fiscal
note. There being no objection, SB 95 was reported from the
House Transportation Standing Committee.
3:18:24 PM
ADJOURNMENT
There being no further business before the committee, the House
Transportation Standing Committee meeting was adjourned at 3:18
p.m.
