CALL TO ORDER
Representative Andrew Halcro, Chairman, convened the House
Transportation Standing Committee meeting at 1:05 p.m.
PRESENT
Committee members present at the call to order were
Representatives Halcro, Hudson (via teleconference), Cowdery and
Kemplen. Other legislators participating were Senator Elton (via
teleconference) and Representatives Berkowitz and Rokeberg.
SUMMARY OF INFORMATION
The following people presented information and answered
questions:
O.C. MADDEN (Anchorage) outlined ideas from an Alaska citizen's
perspective regarding "the privilege to purchase."
DEL SMITH, Deputy Commissioner, Department of Public Safety,
discussed statistics, arrests and the proposed .08 limit.
JUDGE SIGURD MURPHY, Alaska District Court - Anchorage, outlined
the fines.
ROGER ROM, Assistant District Attorney, 3rd Judicial District
(Anchorage), Department of Law, offered information.
MARY MORAN, Administrator, Highway Safety Office, Division of
Statewide Planning, Department of Transportation and Public
Facilities, addressed options.
JOHN CORSO, City Attorney, City and Borough of Juneau, discussed
options.
MATT FELIX, National Council on Alcoholism (Juneau), addressed
treatment.
JOE MURDY, Co-Chair, Municipality of Anchorage Task Force,
discussed treatment options.
RANDY LORENZ, Staff to Representative Vic Kohring, Alaska State
Legislature (via teleconference), discussed the proposed
legislation being offered by Representative Kohring.
MARTI GREESON, Executive Director, Anchorage Chapter, Mothers
Against Drunk Driving (MADD), discussed options.
JERRY McCUTCHEON (Anchorage) provided feedback on available
options.
DON SKEWIS, Cabaret Hotel and Restaurant Retail Association
(CHARR), offered the industry's viewpoint.
BLAIR McCUNE, Deputy Director, Public Defender Agency, Department
of Administration, addressed treatment and costs.
JACK AMON, Anchorage Restaurant and Beverage Association (ARBA),
discussed the industry's viewpoint and offered ideas.
BILL BREDERSEN, "ALANO Club" (Alcoholics Anonymous), addressed
funding issues and the recovery process.
MICHAEL HULLSMAN, North Star Community Council, offered options.
DOUGLAS GRIFFIN, Director, Alcoholic Beverage Control (ABC)
Board, Department of Revenue, discussed regulatory oversight.
DONALD MANN, Police Office, Anchorage Police Department, offered
the enforcement viewpoint.
TIMBERWOLF GARDNER, Mothers Against Drunk Driving (MADD),
discussed enforcement and taxes.
