CHAIRMAN ANDREW HALCRO called the House Transportation Standing
Committee meeting to order at 1:10 p.m. Members present at the
call to order were Representatives Halcro, Masek, Hudson and
Kookesh. Representatives Kemplen and Kohring arrived as the
meeting was in progress.
SB 231 - NAMING ALASKA NATIVE VETERANS' HONOR BRIDGE
CHAIRMAN HALCRO announced the first order of business as Senate
Bill 231, "An Act naming the Alaska Native Veterans' Honor Bridge."

ANNE LANDRUM, Staff to Senator Georgianna Lincoln, Alaska State
Legislature, came before the committee to present the bill on
behalf of the sponsor. This piece of legislation is fairly simple.
It intends to bring recognition to a group of veterans who have not
been formally recognized before. It follows the efforts of the
federal government made in 1998 when they honored Alaska Native and
American Indian veterans. This group, she explained, has had the
highest service record of any ethnic group in the country. This
legislation would simply recognize that service. Attached to the
bill is a zero fiscal note from the Department of Transportation &
Public Facilities, along with a great number of cosponsors from the
Senate.

CHAIRMAN HALCRO inquired as to whether or not anybody from the
audience and teleconference network would like to testify. There
was no response.
CHAIRMAN HALCRO closed the meeting to public testimony, and asked
for a motion to move the bill out of committee.

REPRESENTATIVE BEVERLY MASEK made a motion to move SB 231 out of
committee with individual recommendations and attached zero fiscal
note; she asked unanimous consent. There being no objection, SB
231 so moved from the House Transportation Standing Committee.
CHAIRMAN HALCRO called for a brief at-ease in order to hand the
gavel over to Representative Bill Hudson to prepare for an overview
on the Southeast Transportation Plan.

SUMMARY OF INFORMATION
ROBERT J. DOLL, Captain; and General Manger, Ferry Operations,
Southeast Region, Department of Transportation & Public Facilities,
presented information pertaining to the Southeast Transportation
Plan, primarily in relation to the fast ferries. His presentation
was followed by questions of the committee members.
PAT KEMP, Preconstruction Engineer, Southeast Region, Division of
Statewide Design and Engineering Services, Headquarters, Department
of Transportation & Public Facilities, answered questions regarding
the factors associated with the Environmental Impact Statement in
relation to the fast ferries.
JERRY LAPP, Mayor, Haines Borough, answered questions in relation
to the fast ferries and their impact on Haines Borough.
DON OTIS, Mayor, City of Haines, answered questions in relation to
the fast ferries and their impact on Haines.
JOHN MIELKE, Mayor, City of Skagway, answered questions in relation
to the fast ferries and their impact on Skagway.
DENNIS EGAN, Mayor, City & Borough of Juneau, answered questions in
relation to the fast ferries and their impact on Juneau.
THOMAS B. BRIGHAM, Director, Division of Statewide Planning,
Headquarters, Department of Transportation & Public Facilities, was
also present.
ANDY HUGHES, Acting Planning Chief, Southeast Region, Department of
