CALL TO ORDER
Representative Andrew Halcro, Chairman, convened the House
Transportation Standing Committee meeting at 1:30 p.m.
PRESENT
Committee members present at the call to order were Representatives
Halcro, Masek, Hudson, Cowdery, Kemplen, Kookesh and Kohring.
SUMMARY OF INFORMATION
MARK HANLEY, Chairman, Legislative Committee, Alaska Oil & Gas
Association, gave testimony regarding the industry's concerns about
a proposed tanker property tax.
DAN DICKENSON, Director, Oil & Gas Audit Division, Department of
Revenue, provided the committee with figures and effects of the
implementation of the tax on state revenue.
DAVE COBB, Mayor, City of Valdez, testified regarding the cities'
implementation of the tax and a brief history of the ordinance.
DAVE DENGEL, City Manager, City of Valdez, came before the
committee and spoke to the revenue situation from the city's
standpoint and addressed the property tax mill rate situation in
Valdez.
BILL WALKER, Legal Counsel, City of Valdez, came before the
committee and gave a historical view of the ordinance and discussed
the relations to the new tanker vessels.
JERRY GALLAGHER, Manager, Government Relation, ARCO, Inc.,
addressed industry concerns and relation of tax to new millennium
class vessels.
KAREN COWART, General Manager, Alaska Support Industry Alliance,
provided testimony regarding the affect of the tax on the
competition in the industry and its affect on the support
operations.

The committee took no action.
