CHAIR FOSTER brought the meeting to order at 5:23 p.m. He
started the meeting by noting the presence of REPRESENTATIVE
BETTYE DAVIS, PRIME SPONSOR of HB 98.
HB 98: BLACK VETS' RECOGNITION BRIDGE,ALASKA HWY

REPRESENTATIVE DAVIS asked the committee for their support
in naming the Black Veterans' Recognition Bridge and then
referred to her assistant, ELIZABETH ROBERTS, to present the
testimony on HB 98.

MS. ROBERTS began her testimony by noting that 1992 marked
the 50th anniversary of the construction of the Great Alaska
Highway, a 1,522 mile-long road from Dawson Creek, British
Columbia to Fairbanks, Alaska. Heralded as a near
impossible feat, the construction was completed in record
time of eight months and twelve days. Of the 10,607
soldiers who worked on the road, 3,695 were members of the
Black Corps of Engineers. These men, mostly from the South,
toiled under great duress, ill housing, sub-zero
temperatures, insufficient clothing, monotonous food and 20
hour days. Last year, their contributions received state
and national recognition. In January, 13 veterans were
reunited in a fun-filled event in Tallahassee, Florida,
sponsored by the University of Alaska and Florida A&M
University. In July, Alaska hosted eight of the men during
"Alaska Highway Rendezvous 92". The Alaska Highway, being
rich in historic sites, is enjoyed by thousands every year.

REPRESENTATIVE MACKIE requested he be shown as a co-sponsor
on HB 98 and moved for passage of the bill from committee

SB 47: REGISTRATION/EQUIPMENT OF CUSTOM CARS

CHAIR FOSTER brought up the next item before the committee,
SSSB 47.

MAX GIFFORD, ASSISTANT to SENATOR TIM KELLY, PRIME SPONSOR
OF SB 47, introduced himself for the record and provided
testimony regarding SSSB 47, stating that a "custom classic"
is a vehicle whose body and frame were manufactured before
1949 or a replica whose body and frame were manufactured
before 1949 and modified for safe road use. The date 1949
is used because 1948 was the last year side boards or
running boards were manufactured on American automobiles.
The bill was introduced in response to the requests of
custom collector vehicle owners who want the opportunity to
display their classic vehicles at fairs, car shows, parades
and pleasure driving. Passage of this measure would permit
custom car collectors, registered and licensed by the state
Division of Motor Vehicles, to drive their classic vehicles
without being ticketed by law enforcement agencies. The
bill specifies equipment requirements, vehicle registration,
and identification numbers and permits specialized plates
for vehicles meeting the requirements, and a definition of a
custom collector vehicle.

SJR 19: NAME SHEMYA AFB EARECKSON AIR FORCE BASE

CHAIR FOSTER referred to the next item on the agenda, SJR
19.

JOE AMBROSE, ASSISTANT to REPRESENTATIVE ROBIN TAYLOR, PRIME
SPONSOR OF SJR 19, referred to the history of Shemya Air
Force Base, saying it is the most westerly of the Eleventh
Air Force's bases. The 5073rd Air Base Group provides base
support to various tenant units assigned to other Air Force
commands, primarily the Strategic Air Command. He referred
to Colonel William O. Eareckson, noting that he was a
military leader and active combatant in the Aleutian
Campaign of World War II, and that the Colonel had received
numerous decorations for his service in Alaska, including
the Distinguished Service Cross, the Distinguished Flying
Cross and Air Medal, the Navy Cross and the Purple Heart.
He said Shemya Air Base is the only Air Force base in Alaska
without a dedicated name.

HB 143: MARINE FUEL TAX REVENUE SHARING

CHAIR FOSTER brought the next bill before the committee,
SSHB 143, and asked for REPRESENTATIVE JERRY MACKIE, as
PRIME SPONSOR of this legislation, to provide the committee
with a brief overview.

REPRESENTATIVE MACKIE said he introduced HB 143 in response
to interest expressed by several communities in his district
in maintaining local harbor and dock facilities better. The
bill provides to a municipality a portion of state
watercraft fuel taxes collected within the municipality.
The portion is determined by the ratio of city owned docks
and harbors to all publicly-owned docks and harbors in an
area. The bill is a revenue sharing of tax receipts derived
from facility users.
According to REPRESENTATIVE MACKIE, most harbor facilities
located throughout the state are currently owned by the
Department of Transportation and Public Facilities (DOT/PF).
These facilities are usually operated by local
municipalities. The DOT/PF has tried to interest the
municipalities to take over ownership and maintenance
responsibilities. Reluctance within the communities comes
from the lack of repairs currently needed and the cost
implications ownership would create. He said SSHB 143
provides an ability for municipalities to obtain
compensation for future maintenance and repair costs. He
explained the concerns which had previously been brought up
in this bill and said they had been met in the previous
committee of referral in CSSSHB 143(CRA).

REPRESENTATIVE HUDSON referred to the fiscal note from the
Department of Revenue in relation to SSHB 143 and asked
Representative Mackie to comment on the amount.
REPRESENTATIVE MACKIE stated he felt the fiscal note was not
adequately reflective of the legislation. He felt the work
created by HB 143 would not require an extra position as
shown in the fiscal note on this legislation, and since the
bill had a further referral to the Finance Committee, they
could address that at that time.
