ACTION NARRATIVE
There is no tape-recorded minutes of this meeting. It was
inadvertently not recorded.
The task force met on October 25, 1993, and approved the
proposed preliminary report and draft legislation and
resolution upon a few modifications.
With regard to the report: 1) the task force felt that the
name of the task force should be "The Task Force on Schools
on Military Installations" so as to be clear that these were
public schools on military bases and not "military schools";
2) Senator Leman wanted to round the project costs to the
nearest hundredth; and 3) the task force wanted to include a
paragraph about the role of volunteerism in the report.
With regard to the proposed resolution, the task force
decided to delete the copies being sent to Vice President
Gore through Secretary of Defense, Les Aspin if Senator
Stevens felt this was appropriate. Lisa F. subsequently
spoke with Jane Rosenquist in Senator Steven's office and
she indicated that it was a wise idea to limit the
distribution to the Alaskan U.S. Congressional delegation
only and to not distribute it to the Vice President, etc.
With regard to the proposed bill again, Senator Leman wanted
to round off the figures. Also, Representative Martin
wanted to have the total costs of the project included in
the bills. Lisa F. subsequently spoke with George Utermohle
and he indicated this was really not an appropriate way to
do this because it was not clear how the federal government
would be disbursing the monies. If it did not actually come
through the state general fund, it was inappropriate to put
it on the bill. The name of the task force was also
corrected in the body of the bill and the resolution.
Finally, George Utermohle and Mike Ford were requested to
change the "introducer" of the bill/resolution to "The Task
Force on Schools on Military Installations." (Note: They
did not and instead changed it to "By: Representative
Mulder at the request of the Military Schools Task Force."
In order to get the report out as quickly as possible, this
error was not corrected at this time. Representative Mulder
indicated that he would have the name problem addressed by
Committee.)
The task force also discussed strategy. Both the Anchorage
and Fairbanks North Star Borough School Districts were
requested to take up the matter and resolve to address the
transfer of title issue as quickly as possible. Discussion
was also had of getting a resolution from the Anchorage and
Fairbanks North Star Borough Assemblies.
Also, with regard to the attachments to the report, Captain
Porter requested that proposed Attachment 10, which was a
paper written by Jack Catton, be deleted from the packet as
it was an internal document never intended for publication.
It was so deleted.
Representative Mulder adjourned the meeting at 3:15 p.m.
