CHAIR BOB LYNN called the House State Affairs Standing Committee
meeting to order at 8:10 a.m. Representatives Kreiss-Tomkins,
Talerico, Stutes, Keller, Vazquez, Spohnholz, and Lynn were
present at the call to order.
SB 154-BLOOD BANK OF ALASKA LICENSE PLATES

CHAIR LYNN announced that the only order of business would be CS
FOR SENATE BILL NO. 154(STA) "An Act relating to special
registration plates commemorating the Blood Bank of Alaska."

SENATOR BILL STOLTZE, Alaska State Legislature, as chair of the
Senate State Affairs Standing Committee, sponsor by request,
presented SB 154. He said the proposed legislation would serve
as a mechanism to support the activities of the Blood Bank of
Alaska. He indicated that there would be a nominal fee
involved, and that money would go to the general fund and then
be designated.

BOB SCANLON, Chief Executive Officer, Blood Bank of Alaska
(BBA), noted that BBA's main facility is in Anchorage; it also
has facilities in Fairbanks and Wasilla; and it maintains mobile
operations in other ancillary sites. He expressed support for
SB 154 as "a wonderful opportunity to recognize over 40,000
active blood donors in Alaska." He said many people do not
think about the need for blood to be on hand, but Alaska's
active blood donors make a point to make an appointment every
three months on behalf of their fellow Alaskans. He thanked the
committee for its consideration of the proposed legislation. In
response to Chair Lynn, he noted that BBA had been working to
get a new building since 2008, and the building opened in
February [2016]. He gave an open invitation to the committee
and the public to come see the building in Anchorage. He
related that BBA has made space available in that building for
other non-profit organizations. He said the new building would
not have been possible without the support of the legislature.

REPRESENTATIVE KREISS-TOMKINS moved Amendment 1, labeled 29-
LS1127\H.4, Martin, 4/9/16, which read as follows:
Page 1, line 2, following "Alaska":
Insert "; relating to special request
registration plates celebrating the arts; and relating
to the Alaska State Council on the Arts"
Page 1, following line 3:
Insert a new bill section to read:
"* Section 1. AS 28.10.181(u) is amended to read:
(u) Special request plates commemorating the
arts. Upon application by the owner of a motor
vehicle, the department may issue registration plates
celebrating [COMMEMORATING] the arts. The
commissioner, after consulting with the Alaska State
Council on the Arts, shall determine the design and
color of plates celebrating [COMMEMORATING] the arts.
The commissioner shall choose a new design for the
plates celebrating the arts every four years and
discontinue issuance of the previous design. The
department may disapprove the issuance of registration
plates under this subsection when the requested plates
are a duplication of an existing registration."
Page 1, line 4:
Delete "Section 1"
Insert "Sec. 2"
Renumber the following bill section accordingly.
Page 1, following line 10:
Insert a new bill section to read:
"* Sec. 3. AS 28.10.421(d)(15) is amended to read:
(15) special request plates celebrating
[COMMEMORATING] the arts $50 [$150] plus the fee
required for that vehicle under (b), (c), (h), or (i)
of this section; the fee required by this paragraph
shall be collected only on the first issuance and the
replacement of the special request plates [BIENNIALLY
IN THE SAME MANNER AS THE FEE REQUIRED UNDER (b), (c),
(h), OR (i) OF THIS SECTION]; the commissioner of
administration shall separately account for the fees
received under this paragraph that the department
deposits in the general fund; notwithstanding (g) of
this section, the annual estimated balance in the
account that is in excess of the cost of issuing
special request plates may be appropriated by the
legislature to pay the artist of the winning design
and for the support of programs benefiting the arts;"
Renumber the following bill section accordingly.
Page 2, following line 5:
Insert new bill sections to read:
"* Sec. 5. AS 44.27 is amended by adding a new
section to read:
Sec. 44.27.070. Competition for the design of the
special request plate celebrating the arts. (a) The
council shall hold a competition every four years to
select a design for the special request plate
celebrating the arts under AS 28.10.181(u). The
council shall select a panel of judges to judge the
submissions for the contest and shall include the
previous design winner on the panel. The panel shall
select the top submissions, and the council shall
conduct a public vote to determine the winner of the
competition. The council shall use the winning design
when consulting with the commissioner of
administration under AS 28.10.181(u).
(b) The council shall, in consultation with the
Department of Administration, recommend an amount to
be appropriated from the annual estimated balance in
the account under AS 28.10.421(d)(15) to pay an artist
for a winning design.
* Sec. 6. The uncodified law of the State of Alaska
is amended by adding a new section to read:
TRANSITION. The Alaska State Council on the Arts shall
hold the first design competition within one year
after the effective date of this Act."

REPRESENTATIVE KELLER objected for purpose of discussion.
REPRESENTATIVE KREISS-TOMKINS explained that Amendment 1 would
create a commemorative license plate that would be designed
every four years via a statewide competition. The license plate
would cost slightly more than a normal license plate, and the
proceeds would help the Alaska State Council on the Arts become
more self-sufficient.

SENATOR STOLTZ said that he appreciated working with
Representative Kreiss-Tomkins, and he said the addition [of the
Alaska State Council on the Arts] through Amendment 1 is
consistent with the intent of SB 154, because it is not
proposing a vanity license plate, but is proposing support of an
organization. He indicated that initially he had been reticent
to introduce the bill [because of the add-ons that could have
been requested], but he reiterated that [Amendment 1] is
consistent with the intent of SB 154.

CHAIR LYNN stated that it sounds like Senator Stoltz supports
[Amendment 1].

REPRESENTATIVE KELLER removed his objection to the motion to
adopt Amendment 1. There being no further objection, Amendment
1 was adopted.

SENATOR STOLTZE requested a Letter of Intent to name a part of
the facility in the new Anchorage site after Dr. David McGuire,
whose medical and planning expertise and generous financial
support have benefited the BBA.

REPRESENTATIVE KELLER moved to report CSSB 154(STA), as amended,
out of committee with individual recommendations and the
accompanying fiscal notes. There being no objection, HCS CSSB
154(STA) was reported out of the House State Affairs Standing
Committee.

REPRESENTATIVE KELLER moved to send a Letter of Intent [included
in the committee packet], to accompany [HCS CSSB 154(STA)]. He
read the Letter of Intent for the record as follows:
Dr. David McGuire was an integral part of ... the
Blood Bank of Alaska, through numerous contribution,
professional and financial, for many years. It is the
intent of the legislature that the board of the ...
Blood Bank of Alaska consider acknowledging the
contributions and medical and philanthropic legacy of
Dr. David McGuire by naming a laboratory in his honor.

MR. SCANLON stated that Dr. McGuire was a valued member of the
board of directors, who supported the board's mission. Mr.
Scanlon stated his support of the Letter of Intent.

CHAIR LYNN stated that there being no objection, the Letter of
Intent was approved by the committee.

Affairs Standing Committee, together with HCS CSSB 154(STA).]

SENATOR STOLTZE noted that the Lions Club in Chugiak, Alaska, as
well as Finis Sheldon, whom he indicated is also involved with
the International Association of Lions Clubs, were involved in
the support of this issue.
