CALL TO ORDER
called the Conference Committee meeting on SB 196 to
order at 8:33 a.m.

SUMMARY
SB 196 POWER COST EQ FUND: RESERVE ACCT;DIVIDEND
SB 196 was HEARD and HELD in committee for
further consideration.

"An Act relating to the amount appropriated for power
cost equalization; relating to the use of certain
unexpended earnings from the power cost equalization
endowment fund; and providing for an effective date."

Chair Hoffman announced that the Conference Committee
operated under Uniform Rule 42. He announced that there
would be no public testimony. He remarked that the adoption
of the conference committee report required an affirmative
vote by a majority of the membership from each body. He
announced that the two versions of the bill, CSSB 196(FIN)
version U; and HCS CSSB 196(FIN) version R would be
considered in the meeting.
Senator MacKinnon MOVED to ADOPT the Senate version of the
bill, version U.
Vice-Chair Edgmon OBJECTED.
A roll call vote was taken on the motion.
IN FAVOR: Hoffman, MacKinnon, Bishop
OPPOSED: Edgmon, Saddler, Kawasaki
The MOTION FAILED (3/3), therefore, version U FAILED to be
ADOPTED.
Vice-Chair Edgmon MOVED to ADOPT the House version of the
bill, version R.
Chair Hoffman OBJECTED
A roll call vote was taken on the motion.
IN FAVOR: Edgmon, Saddler, Kawasaki
OPPOSED: Hoffman, MacKinnon, Bishop
The MOTION FAILED (3/3), therefore, version R FAILED to be
ADOPTED.
Chair Hoffman requested limited powers from the respective
bodies.
Vice-Chair Edgmon MOVED to request limited powers of free
conference for SB 196 on Section 3. There being NO
OBJECTION, it was so ordered.
SB 196 was HEARD and HELD in committee for further
consideration.
