the House.

REPRESENTATIVE JOHNSON, ACTING CHAIR, called the House Rules
Standing Committee meeting to order at 11:10 a.m.
Representatives Johnson, Olson (via teleconference), Neuman (via
teleconference), Gardner, and Chenault (via teleconference) were
present at the call to order. Representative Herron (via
teleconference) arrived as the meeting was in progress.

ACTING CHAIR JOHNSON reminded the committee of the memo dated
November 8, 2010, which delegates him the authority to serve as
the chair of the House Rules Standing Committee for the purpose
of purchasing equipment and other such items.

ACTING CHAIR JOHNSON announced that the purpose of this meeting
is to approve a request for proposals (RFP) for a new van for
the House of Representatives. He noted that upon a recent
review of the maintenance issues with the existing van, it was
recommended by the Legislative Affairs Agency to acquire a new
van.

TINA STRONG, Procurement Officer, Legislative Affairs Agency,
informed the committee that the existing House van is eight
years old and has quite a bit of rust. Furthermore, the van's
snow tires are a few years old and need to be replaced as does
the battery, which constantly has to be charged. Ms. Strong
explained that an RFP won't be necessary as the state already
has a fleet contract under which the legislature would purchase.
Kendall Ford in Wasilla was the low bidder and has an
appropriate vehicle in stock. If the purchase is approved
today, the vehicle could arrive in Juneau within three weeks and
thus be here prior to the 2011 session. The vehicle is a white
2011 Ford Expedition, 6-speed automatic that has a third row
seat that allows it to carry eight passengers at once. In terms
of size the aforementioned vehicle is similar to the Senate's
2003 Ford Excursion.

REPRESENTATIVE GARDNER asked if the van is four-wheel drive.
MS. STRONG replied yes.

REPRESENTATIVE GARDNER moved that the House Rules Standing
Committee authorize the purchase of a new vehicle to replace the
current House van at a price not to exceed $33,000. There being
no objection, it was so ordered.

Rules Standing Committee meeting was adjourned at 11:14 p.m.
