CHAIR JOHN COGHILL called the House Rules Standing Committee                                                                  
meeting to order at 5:03 p.m. Representatives Coghill, Herron,                                                                  
Neuman, Olson, and Gardner were present at the call to order.

CHAIR  COGHILL explained that  today's meeting  is  occurring in                                                                
order to  give the chair  the authority to  calendar legislation                                                                
before the full body.  He  noted that he would work closely with                                                                
the vice chair of the committee on calendaring.

REPRESENTATIVE  HERRON  moved  that  the  House  Rules  Standing                                                                
Committee delegate  authority to  calendar all  measures to  the                                                                
chair of  the House  Rules Standing Committee.   There  being no                                                                
objection, it was so ordered.

REPRESENTATIVE NEUMAN asked if members of the committee should                                                                  
bring questions on legislation to the chair.                                                                                    
                                                                                                                                
CHAIR COGHILL replied yes, adding that the committee will meet
