ACTION NARRATIVE
CHAIR JOHN COGHILL called the House Rules Standing Committee
meeting to order at 12:02:46 PM. Representatives Coghill,
Harris, Fairclough, Johnson, Samuels, Kerttula, and Guttenberg
were present at the call to order.

CHAIR COGHILL announced that this meeting would address the
organizational issues of the House Rules Standing Committee.

REPRESENTATIVE HARRIS moved that Representative Samuels be
nominated and elected as Vice Chair of the House Rules Standing
Committee. There being no objection, it was so ordered.

REPRESENTATIVE SAMUELS moved that the House Rules Standing
Committee delegate authority to calendar all measures to the
Chair of the House Rules Standing Committee. There being no
objection, it was so ordered.

REPRESENTATIVE SAMUELS moved that the House Rules Standing
Committee adopt a policy that does not require electronic
recording of subcommittee meetings if minutes are prepared, and
requires the subcommittee to submit a subcommittee report form
to the full committee, and requires that "Notice of subcommittee
meeting must be posted no later than 4:00 p.m. the day before
the meeting is to be held."
CHAIR COGHILL explained that previous policy required five-day
notice of subcommittee meetings. However, compliance was
difficult. Therefore, this proposed policy provides some
flexibility while providing a "bright line" with regard to
notification requirements. He noted that the committee packet
should include further explanation with regard to this policy as
well as the subcommittee report form that will be utilized.

REPRESENTATIVE KERTTULA related her understanding that the
problem has been that there hasn't been any notice of
subcommittee meetings in the past, and thus this policy
strengthens the notice requirements for subcommittee meetings.

CHAIR COGHILL, upon determining that there was no objection,
announced that the aforementioned policy on subcommittee
meetings was adopted.
ADJOURNMENT
There being no further business before the committee, the House
Rules Standing Committee meeting was adjourned at 12:06 p.m.
