CALL TO ORDER
REPRESENTATIVE BEVERLY MASEK, Co-Chair, called the House
Resources Standing Committee to order at 1:10 p.m.
PRESENT
Committee members present were Representatives Masek, Scalzi,
Fate, Green, Chenault, Stevens, Kapsner, and Kerttula.
SUMMARY OF INFORMATION
TOM BOYD, U.S. Fish & Wildlife Service, described to the
committee the structure of the Office of Subsistence and the
history of federal and state judicial disputes. He stressed
that the Federal arm is seeking to work with the state body and
with the Native corporations. A copy of his entire presentation
was provided in committee packets.
FRANK RUE, Commissioner, Alaska Department of Fish and Game
(ADF&G), gave a presentation to the committee that focused on
dual management. He stressed that the goal of the department is
to protect the resources and the users of the resources, and to
regain state management of Alaska's resources.
LAURA BOTTGER, Assistant Attorney General, Natural Resources
Section, Civil Division (Anchorage), Department of Law,
testified via teleconference. When asked about the U.S. Army
Corps of Engineers' definition of "navigable waters," she
clarified that it is difficult to say when a case would be ripe
for litigation.
RON SOMERVILLE, Consultant to the Senate/House Majority, who had
been asked to look at the co-management issue, presented his
finding that the federal arm has managed Alaska's resources in
an intrusive manner. Mr. Somerville said he has numerous
examples of his findings for overlapping programs.
ANNOUNCEMENTS
There were no committee announcements.
COMMITTEE ACTION
The committee thanked its presenters and decided that it would
like to hear another overview at some point from the office of
the Attorney General.
ADJOURNMENT
CO-CHAIR MASEK adjourned the House Resources Standing Committee
meeting at 3:25 p.m.
