CO-CHAIRMAN BILL HUDSON called the House Resources Standing
Committee meeting to order at 10:24 p.m. Members present at the
call to order were Representatives Hudson, Masek, Barnes, Green,
Williams, Nicholia and Joule. Co-Chairman Ogan arrived at
approximately 10:30 p.m.
HJR 101 - CONST.AM: SUBSIT. PREF.BASED ON RESIDENCE

CO-CHAIRMAN HUDSON: And I'll ask everybody to just stand by for a
moment or two.
REPRESENTATIVE BILL WILLIAMS: Could we go through this -
amendments in the interest of time?
CO-CHAIRMAN HUDSON: As soon as our Chairman comes through here.
REPRESENTATIVE WILLIAMS: Do you want us to stand by now, again?
CO-CHAIRMAN HUDSON: We may not offer those amendments tonight.
UNIDENTIFIED SPEAKER: Are we at-ease?
CO-CHAIRMAN HUDSON: We're at-ease [10:25 p.m. - 10:30 p.m.].

CO-CHAIRMAN SCOTT OGAN: We're going to take action today on the
constitutional amendment proposed by the Governor's bill, House
Joint Resolution 101. We apologize for the delays for some
procedural things we're trying get ironed out - how it's going to
be taken care of. I know that the Resources Committee has to take
action on the bill first. But I will call a brief at-ease and
we'll be back in within two minutes [10:32 p.m.].

CO-CHAIRMAN OGAN: We have before us HJR 101, Proposing an
amendment to the Constitution of the State of Alaska authorizing a
priority for subsistence uses of renewable natural resources, it's
by the House Rules Committee, by request of the Governor. We're
going to open it for public testimony. We have had extensive
testimony on this. Last summer, when we had hearings all over the
state, we had the Administration represented. I'd like to limit
testimony to three minutes if there's anybody in the audience who
would like to testify. (Indisc.) White would like to testify, I'm
sure, he's tired of just sitting here listening to us. Anybody
else?

REPRESENTATIVE IRENE NICHOLIA: Before we even consider passing
this bill out of this committee - I guess that's the plan now, I
have a procedural question. My question is, was this resolution
given a notice that we would be hearing it today? Okay. I'm
confused because we didn't even address this first page of the
resolution today, that's why. I was told that it wasn't, so.
CO-CHAIRMAN HUDSON: I'd like to correct that. When the attorney
generals first arrived, they did speak extensively about this, and
then the connection of this to the ANILCA [Alaska National Interest
Lands Conservation Act] amendments. I think we heard pretty ample
testimony, not only - obviously the Administration through the
development of this across the state of Alaska by the task force.
I think we also, at least had - the public an opportunity to see
the nexus between the ANILCA amendments, which we're not discussing
at the moment, we're talking about the resolution that was
presented by the Governor's task force.
REPRESENTATIVE NICHOLIA: So it was noticed then, so it was noticed
for today's hearing.
UNIDENTIFIED SPEAKER: Representative Green, I believe has a
comment.

REPRESENTATIVE JOE GREEN: When we began our deliberations as a
joint committee, I'm not sure you were here.
REPRESENTATIVE NICHOLIA: I was here.
REPRESENTATIVE GREEN: But I specifically mentioned this bill and
that we were taking up the potential ANILCA amendments (indisc.)
they would be a part of it, but we did address this bill at our
opening. And it'll be on the minutes.
REPRESENTATIVE WILLIAMS: Are you ready for a motion Mr. Chairman?
CO-CHAIRMAN OGAN: No, I'm not. I'd like to again extend the
opportunity to anybody in the public, or if the Administration has
any comments. Hearing none, the public testimony is closed. Let's
have a brief at-ease. Where are the amendments? [10:37 p.m. -
10:39 p.m.].

number 101, the A Version, dated 5/26/98, out of the committee with
individual recommendations, and a zero fiscal note, and ask
unanimous consent.

CO-CHAIRMAN OGAN: There's objection, will the secretary please
take the roll. Do we have a secretary?

resolution.
REPRESENTATIVE JOULE: This is not attached to it?
CO-CHAIRMAN OGAN: That's correct.
REPRESENTATIVE NICHOLIA: Oh....
