DENEEN TUCK, Staff
Representative Gabrielle LeDoux
Alaska State Legislature
Juneau, Alaska
POSITION STATEMENT: On behalf of Representative LeDoux, sponsor
of HB 109, explained changes to the bill made by the committee
substitute labeled 31-LS0728\M, Caouette, 4/18/19.
ACTION NARRATIVE
1:02:41 PM
CHAIR GABRIELLE LEDOUX called the House Special Committee on
Military and Veterans' Affairs meeting to order at 1:02 p.m.
Representatives Thompson, Kopp, Jackson, Tuck, and LeDoux were
present at the call to order. Representative Tarr arrived as
the meeting was in progress.
HB 113-MILITARY FAMILY EMPLOYMENT PREFERENCE
1:03:53 PM
CHAIR LEDOUX announced the first order of business would be
HOUSE BILL NO. 113, "An Act relating to employment preferences
for spouses and children of veterans, disabled veterans, former
prisoners of war, members of the national guard, and deceased
service members."
[Before the committee was the committee substitute for HB 113,
Version 31-LS0715\U, Wayne, 4/15/19, adopted on 4/16/19.]
1:04:25 PM
REPRESENTATIVE TARR made a motion to adopt Amendment 1, labeled
31-LS0715\U.2, Wayne, 4/18/19, which read:
1 Page 2, line 28, following "natural":
2 Insert "child, stepchild,"
3
4 Page 7, line 27, following "natural":
5 Insert "child, stepchild,"
CHAIR LEDOUX objected for discussion purposes.
REPRESENTATIVE TARR said Amendment 1 is a simple update to the
definition for family that will "make [the definition for
family] a little bit more comprehensive."
CHAIR LEDOUX withdrew her objection.
1:05:21 PM
REPRESENTATIVE THOMPSON objected and, after clarification,
withdrew his objection. Without further objection, Amendment 1
was adopted.
1:06:22 PM
REPRESENTATIVE TUCK moved to report the committee substitute
(CS) for HB 113, Version 31-LS0715\U, Wayne, 4/15/19, as
amended, out of committee with individual recommendations and
the accompanying fiscal notes. There being no objection, CSHB
113(MLV) was reported out of the House Special Committee on
Military and Veterans' Affairs.
1:07:03 PM
The committee took an at-ease from 1:07 p.m. to 1:09 p.m.
[Chair LeDoux handed the gavel to Vice Chair Tuck.]
HB 109-MILITARY CHILDREN SCHOOL RESIDENCY WAIVER
1:09:46 PM
VICE CHAIR TUCK announced the next order of business would be
HOUSE BILL NO. 109, "An Act relating to residency requirements
for public school enrollment for certain children of active duty
military members."
1:10:28 PM
REPRESENTATIVE KOPP moved to adopt the committee substitute (CS)
for HB 109, labeled 31-LS0728\M, Caouette, 4/18/19, as the
working document.
REPRESENTATIVE TARR objected for discussion purposes.
1:12:04 PM
DENEEN TUCK, Staff, Representative Gabrielle LeDoux, sponsor of
HB 109, directed attention to the bill on page 1, lines 8 and 9,
which read in part:
or pending transfer to a military installation in the
state under an official military order ...
MS. TUCK then directed attention to the CS for HB 109, lines 8-
10, which read in part:
...pending transfer under an official military order
to a military installation in the state from another
military installation within the state or from outside
of the state.
MS. TUCK explained the first change made in the CS adds language
to address [students] who transfer to districts within the
state, or from districts outside the state. The second change
was found on page 1, lines 11 and 12, which directs parents
shall provide proof of residence within 10 days of the student's
first day of attendance in the new school district. The third
change was to add the National Guard to "active duty member of
the armed forces of the United States" as found on page 1, lines
7 and 8. The final change was found on page 2, lines 2 and 3,
which clarifies "residence" means the principal dwelling place
of an active duty parent.
REPRESENTATIVE TARR removed her objection. There being no
further objection, the CS was adopted.
1:14:24 PM
REPRESENTATIVE KOPP moved to report the committee substitute for
HB 109, labeled 31-LS0728\M, Caouette, 4/18/19, out of committee
with individual recommendations and the accompanying fiscal
notes. There being no objection, CSHB 109(MLV) was reported out
of the House Special Committee on Military and Veterans'
Affairs.
1:15:07 PM
The committee took an at-ease from 1:15 p.m. to 1:17 p.m.
[Vice Chair Tuck returned the gavel to Chair LeDoux.]
1:17:21 PM
ADJOURNMENT

Special Committee on Military and Veterans' Affairs meeting was
adjourned at [1:17] p.m.
