LEGISLATIVE COUNCIL
March 25, 2004
1. ROLL CALL
The Legislative Council meeting was called to order at 5:32 pm by Senator
Therriault, Chairman, Legislative Council, in the House Finance Committee
Room and via teleconference.
The roll was taken. In attendance were Council members: Therriault, Cowdery,
Ben Stevens, Ogan, Gary Stevens, Wagoner, Coghill, Kott, Masek, Rokeberg,
Stoltze and Berkowitz. Absent members: Weyhrauch and Lincoln. Staff present:
Varni, Bannister, Collins, Clothier, Cook, Gullufsen, Ibesate, Johnston, Lobaugh,
Maher, Price, Skibinski and Schofield.
2. APPROVAL OF FEBRUARY 5, 2004 MINUTES
Representative Masek moved the minutes of February 5, 2004 meeting be
approved.
YEAS: Therriault, Cowdery, Ogan, Gary Stevens, Wagoner, Masek,
Stoltze and Berkowitz
NAYS: None
ABSENT: Ben Stevens, Lincoln, Kott, Rokeberg and Weyhrauch
With no objection the motion was approved.
3. TIME EXTENSION OF DON MITCHELL CONTRACT
Chairman Therriault briefed Legislative Council on extending the dates of
performance on the Don Mitchell contract.
Discussion followed.
Representatives Kott, Rokeberg, and Senator Ben Stevens joined the meeting.
Don Mitchell was present and answered several questions by the Council.
Representative Berkowitz moved to introduce an amendment.
Representative Masek objected.
Discussion followed.
Representative Berkowitz motioned to insert in the Don Mitchell contract the
following amendment:
Before the Consultant provides any additional legal services that relate to
pending federal legislation, the Consultant shall provide each member of
the Alaska Legislative Council with a written notice that describes the legal
services the Consultant will be providing.
YEAS: Berkowitz
NAYS: Therriault, Cowdery, Ben Stevens, Ogan, Gary Stevens, Wagoner,
Coghill, Kott, Masek, Rokeberg, Stoltze
ABSENT: Lincoln and Weyhrauch
The motion failed 11 to 1.
Representative Masek moved that Legislative Council approve the amendment
to the Don Mitchell contract extending the dates of performance.
YEAS: Therriault, Cowdery, Ben Stevens, Ogan, Gary Stevens, Wagoner,
Coghill, Kott, Masek, Rokeberg and Stoltze
NAYS: Berkowitz
ABSENT: Lincoln and Weyhrauch
The motion passed 11 to 1.
4. RATIFICATION OF SANCTIONED EVENTS - HEALTHWORKS AND
TH
4 ANNUAL THANKSGIVING IN MARCH
Chairman Therriault gave notice to Legislative Council that he had given prior
th
approval of the HealthWorks and 4 Annual Thanksgiving in March fundraisers
th
under AS 24.60.080(c)(10). Both the HealthWorks and the 4 Annual
Thanksgiving in March qualify as 501(c)(3) organizations.
Representative Masek moved that the Legislative Council ratify the Petersburg
th
fundraisers per AS 24.60.080(c)(10) as approved fundraisers and sanctioned
events.
With no objection the motion was approved.
5. APPROVAL OF LATE PER DIEM REQUESTS - REPRESENTATIVE
MAX GRUENBERG, REPRESENTATIVE BOB LYNN AND
REPRESENTATIVE BILL WILLIAMS
Representative Masek moved that Legislative Council approve the late per diem
requests for Representatives Gruenberg, Lynn and Williams.
With no objection the motion was approved.
6. APPROVAL OF ITB #397 - REWIRING OF ANCHORAGE LEASED
OFFICE SPACE
Pam Varni Executive Director of the Legislative Affairs Agency informed
Legislative Council of the results of the solicited bids for the rewiring of the
existing leased Anchorage office space and selection of a contractor. Ms. Varni
recommended that Wire Communications, Inc., be awarded the bid for a total
price of $125,911.
Discussion followed.
Representative Masek moved that Legislative Council approve the award and
expenditure of ITB #397 to Wire Communications, Inc. for the total bid price of
$129,911.
With no objection the motion was approved.
7. APPROVAL OF ITB #398 - REMODEL OF ANCHORAGE LEASED
OFFICE SPACE.
Pam Varni Executive Director of the Legislative Affairs Agency informed
Legislative Council of the results of the solicited bids for the remodel of the
existing leased Anchorage office space and selection of a contractor. There
were 4 offers. Ms. Varni recommended that Ridge Contracting, Inc. be awarded
the bid for a total price of $86,066.
Discussion followed.
Representative Masek moved that Legislative Council approve the award and
expenditure of ITB #398 to Ridge Contracting, Inc. for the total bid price of

$86,066 for the remodeling of office space at the 716 W. 4 Ave.
With no objection the motion was approved.
