LEGISLATIVE COUNCIL
January 20, 1999
1. ROLL CALL
The Legislative Council meeting was called to order at 12:05 p.m. by Pam
Varni, Executive Director of Legislative Affairs Agency in the Butrovich Room,
Capitol Room 205.
The roll was taken. In attendance were Council members Miller, Donley,
Hoffman, T. Kelly, Leman, Pearce, Torgerson, Barnes, Berkowitz, Cowdery, Ogan,
G. Phillips, and Porter. Member absent was Rokeberg. Staff present were
Cook, Crawford, Finley, Ibesate, and Schofield.
2. ELECTION OF CHAIR AND VICE CHAIR
Senator T. Kelly moved and asked unanimous consent to elect Senator Miller as
Chair of the Legislative Council for the Twenty-first Legislature;
Representative Porter moved and asked unanimous consent to elect
Representative Barnes as Vice Chair. There was no objection and the motion
passed with unanimous consent.
3. APPROVAL OF OCTOBER 2, 1998 MEETING MINUTES
Senator Leman moved that the minutes of the October 2, 1998 meeting be
approved. The motion was approved unanimously.
4. FY 98 LEGISLATURE AUDIT
Ms. Varni presented a brief overview of the FY 98 annual audit by KPMG Peat
Marwick LLP. She stated that it was the final FY 98 audit of the entire
Legislature. She stated that there were no audit exceptions.

5. DRAFTING MANUAL (21 LEGISLATIVE SESSION)
Ms. Pam Finley, Revisor of Statutes gave a brief overview of the 1999 Manual

of Legislative Drafting for the 21 Legislative Session. Representative
Barnes moved that the 1999 Manual of Legislative Drafting be adopted.
YEAS: Miller, Donley, Hoffman, T, Kelly, Leman, Pearce, Torgerson,
Barnes,
Berkowitz, Cowdery, Ogan, G. Phillips, and Porter.
NAYS: None
ABSENT: Rokeberg
The motion was adopted.

6. REVISOR'S BILL (21 LEGISLATIVE SESSION)
Assistant Revisor James Crawford presented the 1999 Revisor's Bill for the
Council's consideration. Discussion of the bill focused on corrections to
various statutes containing an obsolete reference to a repealed criminal
records statute. A motion to divide the revisor's bill into two bills, one
devoted exclusively to the criminal records corrections, passed without
objection.
7. OTHER BUSINESS
Representative Barnes passed out to the members a memorandum updating the
members on pending lawsuits, other business before Legislative Council and
accomplishments over the last two years.
The meeting adjourned at 12:30 p.m.
