CALL TO ORDER
REPRESENTATIVE NORMAN ROKEBERG, Chair, called the House
Judiciary Standing Committee meeting back to order at 2:23 p.m.

this date.]
PRESENT
Committee members present were Representatives Rokeberg, Ogan,
James, Coghill, Meyer, Berkowitz, and Kookesh.
SUMMARY OF INFORMATION
ANNE CARPENETI, Assistant Attorney General, Legal Services
Section-Juneau, Criminal Division, Department of Law, updated
the committee on minor-consuming laws. She emphasized the
graduated sentencing scale for first, second, and third
offenses. She talked about the Niedermeyer case and the right
to a jury trial and right to counsel. She then responded to
questions.
REPRESENTATIVE OGAN asked questions regarding the waiver of due
process when an offender is referred to a community-sentencing
program.
REPRESENTATIVE JAMES asked a question regarding the $600 fine
for minor consuming.
CHAIR ROKEBERG asked a question regarding the holding of cases
and issuance of citations while a law is under review.
