CALL TO ORDER
REPRESENTATIVE JOHN COGHILL, Chair, House State Affairs Standing
Committee, called the joint meeting of the House Judiciary
Standing Committee and the House State Affairs Standing
Committee to order at 1:20 p.m.
PRESENT
Committee members present were Representatives Coghill,
Rokeberg, Ogan, Meyer, Fate, Wilson, Berkowitz, Kookesh,
Crawford, and Hayes. Other legislators present were
Representatives Morgan, Kapsner, Joule, and Murkowski.
SUMMARY OF INFORMATION
BRUCE BOTELHO, Attorney General, Department of Law, presented
the overview and answered questions regarding Indian laws and
their history.
D. REBECCA SNOW, Chief Assistant Attorney General, Civil
Division (Fairbanks), Department of Law, assisted with the
presentation and answered questions regarding Indian laws and
their history.
Provided as handouts were the following materials: outline of
presentation; Section 1302 of Indian Civil Rights Act; A short
history of the federal recognition of tribes in Alaska and the
evolution of the state's position; Native entities within the
State of Alaska recognized by the United States Bureau of Indian
Affairs; news release from the United States Department of the

Indian Affairs, acquisition of title to land in trust; memo to
Assistant Secretary-Indian Affairs from the solicitor; letter to

ANNOUNCEMENTS
CHAIRMAN COGHILL announced that present via teleconference were
Mayor Sol Atkinson of Metlakatla, and Don Mitchell and Joe
Williams of Saxman IRA (Indian Reorganization Act).
COMMITTEE ACTION
The committee took no action.
ADJOURNMENT
CHAIR COGHILL adjourned the joint meeting of the House Judiciary
Standing Committee and the House State Affairs Standing
Committee at 3:00 p.m.
