Representative Groh arrived as the meeting was in progress. HB 358-PROHIBIT AI-ALTERED REPRESENTATIONS 5:19:38 PM CHAIR VANCE announced that the first order of business would be HOUSE BILL NO. 358, "An Act relating to use of artificial intelligence to create or alter a representation of the voice or likeness of an individual." [Before the committee, adopted as the working document on 3/22/24, was the proposed committee substitute (CS) for HB 358, Version 33-LS1272\U, Walsh, 3/21/24, ("Version U").] 5:19:50 PM REPRESENTATIVE ALLARD moved to adopt Amendment 1 to HB 358, labeled 33-LS1272\R.1, Walsh, 5/1/24, which read: Page 1, lines 1 - 3: Delete "relating to generated obscene child sexual abuse material; relating to child pornography;" Page 1, line 9, through page 8, line 7: Delete all material. Renumber the following bill sections accordingly. Page 10, line 21, through page 12, line 10: Delete all material. REPRESENTATIVE CARPENTER objected. CHAIR VANCE explained that Amendment 1 would remove all language related to obscene child sexual abuse material from the bill. REPRESENTATIVE CARPENTER removed his objection. There being no further objection, Amendment 1 was adopted. 5:20:45 PM REPRESENTATIVE ALLARD moved to report CSHB 358, Version33- LS1272\U, Walsh, 3/21/24, as amended, out of committee with individual recommendations and the accompanying fiscal notes. There being no objection, CSHB 358(JUD), was reported from the House Judiciary Standing Committee. HB 107-CRIMINAL LAW DEFINITIONS PERSON/LIFE 5:21:17 PM CHAIR VANCE announced that the final order of business would be HOUSE BILL NO. 107, "An Act relating to criminal law definitions." [Before the committee, adopted as the working document on 3/20/24, was the proposed committee substitute (CS) for HB 107, Version 33-LS0482\U, C. Radford, 3/19/24, ("Version U").] 5:21:32 PM REPRESENTATIVE SUMNER said he would not be offering Amendment 1 or Amendment 2. REPRESENTATIVE GRAY asked whether the fiscal note for HB 107 would be applicable to Version U. 5:22:11 PM The committee took a brief at-ease at 5:22 p.m. 5:22:28 PM REPRESENTATIVE GRAY asked why the fiscal note for HB 107 is indeterminate. CHAIR VANCE clarified that a new fiscal note would be generated with the adoption of Version U. She said based on conversations with the Department of Law (DOL), the fiscal note is likely indeterminate because the impacts of the legislation are not fully understood. REPRESENTATIVE GRAY posited that the impacts of the legislation should be fully understood before moving it. CHAIR VANCE stated that with regard to criminal law, the impact can often be anticipated based on past history. She reiterated that the committee had not received any further clarification from DOL. REPRESENTATIVE ALLARD said she understood the impact of the bill. 5:23:45 PM REPRESENTATIVE ALLARD moved to report CSHB 107, Version 33- LS0482\U, C. Radford, 3/19/24, out of committee with individual recommendations and the accompanying fiscal notes. REPRESENTATIVE GRAY objected. 5:24:39 PM A roll call vote was taken. Representatives Sumner, Allard, Carpenter, and Vance voted in favor of reporting CSHB 107, Version U, from committee. Representatives Gray and Groh voted against it. Therefore, CSHB 107(JUD) was reported out of the House Judiciary Standing Committee by a vote of 4-2. 5:25:40 PM ADJOURNMENT There being no further business before the committee, the House Judiciary Standing Committee meeting was adjourned at 5:25 p.m.
