REPRESENTATIVE FRED DYSON, Chairman, called the House Health,                                                                   
Education and Social Services Standing Committee meeting to order                                                               
at 3:04 p.m.

Committee members present were Representatives Dyson, Green,                                                                    
Morgan, Brice, Kemplen and Coghill.  Representative Whitaker

SUMMARY OF INFORMATION                                                                                                          
                                                                                                                                
GARY SCHWARTZ, Board of Directors, Community Care Foundation,                                                                   
presented a discussion on the creation of a Statewide Health Care                                                               
Commission which would conduct a study regarding the establishment                                                              
of a self funded state health care delivery organization that could                                                             
offer and administrate a basic health benefit plan available to all                                                             
Alaskans.  He urged the committee to pass a resolution to create a                                                              
Statewide Health Care Commission.                                                                                               
                                                                                                                                
JERRY NEAR, Chairman, Board of Directors, Community Care                                                                        
Foundation, presented a discussion on the creation of a Statewide                                                               
Health Care Commission which would conduct a study regarding the
