CALL TO ORDER
Representative John Harris, Chairman, convened the House Special
Committee on Fisheries meeting at 5:10 p.m.
PRESENT
Committee members present at the call to order were Representatives
Harris, Dyson and Kapsner. Representative Alan Austerman was also
present.
SUMMARY OF INFORMATION
TREVOR McCABE, Executive Director, At-Sea Processors Association,
came before the committee and presented background information on
the American Fisheries Act in relation to the gulf co-ops.
HEATHER McCARTY, At-Sea Processors Association, came before the
committee and discussed the reporting process of the American
Fisheries Act in relation to the gulf co-ops.
L. JOHN IANI, Vice President, Unisea, Inc., came before the
committee and discussed the gulf co-ops in relation to processors.
CHRIS BLACKBURN, Sole Proprietor, Alaska Groundfish Databank,
testified via teleconference from Kodiak. She expressed concern in
relation to the gulf co-ops as they are a work in progress.
AL BURCH, Executive Director, Alaska Draggers Association,
testified via teleconference from Kodiak. He expressed concern in
relation to the gulf co-ops as they are a work in progress.
BRUCE SCHACTLER, Representative At-Large of the Board of Directors,
United Fishermen of Alaska, testified via teleconference from
Kodiak. He expressed concern of the gulf co-ops in relation to the
IFQ [Individual Fishery Quota]. He encouraged the committee
members to form a resolution to discuss the issue of a moratorium
on any type of licensed limitation or privatization in relation to
the co-ops.
JOHN GARNER, Senior Vice President, Norquest Seafoods Inc., came
before the committee and discussed the impacts of the current
methods of the American Fisheries Act in relation to the gulf
co-ops. He expressed the importance of the stakeholders'
involvement in the process.
JAY E. STINSON, President, Alaska Draggers Association, came before
the committee and expressed concerns of an open process in relation
to the development of the gulf co-ops.
KEN ROEMHILDT, Representative, North Pacific Processors of Cordova,
testified via teleconference from Cordova. He expressed support of
the consideration given to the gulf co-ops.
GERRY MERRIGAN, Director, Petersburg Vessel Owners Association,
testified via teleconference in Petersburg. He expressed concern in
relation to the gulf co-ops.
DAN HULL, Cordova Fisherman, testified via teleconference from
Anchorage. He expressed concern of the distributional, economical
and secondary impacts of the gulf co-ops in relation to Cordova.
JEROME SELBY, Global Seafoods Kodiak LLC, testified via
teleconference from Anchorage. He expressed concern in relation to
the capital investment of a new regulation.
DOROTHY CHILDERS, Director, Alaska Marine Conservation Council,
testified via teleconference from Anchorage. She expressed the
council's concern of the rush for new gulf co-ops in relation to
compromising the conservation of fisheries.
TOM MALONEY, Mayor, City & Borough of Yakutat, came before the
committee and expressed opposition to the gulf co-ops in relation
to their impacts on Yakutat.
DON LANE, President, North Pacific Fisheries Association, testified
via teleconference from Homer. He expressed the importance of
keeping the process open to the public.
BETH STEWART, Director, National Resources, Aleutian East Borough,
testified via teleconference from Anchorage. She expressed concern
of the impact on processors in relation to the gulf co-ops.
OLIVER HOLM, Commercial Fisherman, came before the committee and
expressed opposition to the gulf co-ops.
DAVID GENS, Global Seafoods Kodiak LLC, came before the committee
and expressed opposition to a closed class type of gulf co-op.
JOHN SEVIER, General Manager, Sitka Sound Seafoods Inc., came
before the committee and expressed support of the gulf co-ops as a
realistic approach to the fishery.
RANDY BLONDEN, Kodiak Fisherman, testified via teleconference from
Kodiak. He expressed opposition to the proposal in relation to the
gulf co-ops and their impact on Kodiak.
COMMITTEE ACTION
The committee took no action.
