CALL TO ORDER
Representative John Harris, Co-Chairman, convened the House Special
Committee on Fisheries meeting at 6:00 p.m.
PRESENT
Committee members present at the call to order were Representatives
Harris, Morgan, Dyson, Whitaker and Smalley.
SUMMARY OF INFORMATION

GIG DECKER, Assistant to the Executive Director, Southeast Alaska
Regional Dive Fisheries Association, came before the committee and
presented on overview of the geoduck dive fishery.
RODGER PAINTER, Vice President, Alaska Shellfish Growers
Association, came before the committee and presented an overview of
the aquatic farm industry. He expressed concern of the inability
to get the Department of Fish & Game to implement laws in relation
to aquatic farming.
ROBERT HARTLEY, President, Alaska Shellfish Growers Association,
came before the committee and gave a "pep talk" in relation to the
need for aquatic farming in the state. He also expressed concern
of the inability to get the Department of Fish & Game to implement
laws in relation to aquatic farming.
FRANK RUE, Commissioner, Department of Fish & Game, came before the
committee to present the department's position in relation to
aquatic farming.
DOUG McCUM, Director, Division of Commercial Fisheries, Department
of Fish & Game, came before the committee to explain the permitting
process in relation to aquatic farming.
KEN TAYLOR, Director, Division of Habitat and Restoration,
Department of Fish & Game, came before the committee to explain the
time frame of the regulations in relation to the critical habitats
and aquatic farming.
JOHN T. SHIVELY, Commissioner, Department of Natural Resources,
came before the committee to present the department's position in
relation to aquatic farming.
SCOTT THOMAS, Managing Member, Alaska Trademark Shellfish, came
before the committee and gave a presentation on geoduck farming.
PATRICK GALVIN, Director, Juneau Office, Governmental Coordination,
Office of the Governor, came before the committee to present the
roll of the Alaska Coastal Management Program in relation to
aquatic farming.
DENNIS WATSON, Mayor, City of Craig, came before the committee to
express his support of the geoduck fishery in relation to economic
development.
STEPHEN LACROIX, Founding Father, Southeast Alaska Regional Dive
Fisheries Association, came before the committee and reviewed a
federal policy from NOAA [National Oceanic and Atmospheric
Administration] in relation to the promotion and development of the
aquaculture industry.
COMMITTEE ACTION
The committee took no action.
