CALL TO ORDER
Representative Austerman, Chairman, convened the House Special
Fisheries Committee meeting at 5:07 p.m.
PRESENT
Committee members present at the call to order were Representatives
Austerman, Ogan and Kubina. Representative(s) Ivan and Hodgins
arrived as the meeting was in progress.
SUMMARY OF INFORMATION
MARTIN RICHARD, Director, Division of Investments, Department of
Commerce and Economic Development, presented the findings of the
Hatchery Policy Group of the Governor's Salmon Industry Response
Cabinet and answered questions.
BOB ROYSE, Chief Executive Officer, Prince William Sound
Aquaculture Corporation, gave a background on salmon hatcheries and
answered questions.
ROSS MULLENS, Board of Directors, Cordova District Fishermen
United; and Representative, Executive Committee, Prince Williams
Sound Aquaculture Corporation, discussed his views on the Hatchery
Policy Group's recommendations.
DAN ALBRECHT, Executive Director, Yukon River Fisheries, addressed
the short comings of the Hatchery Policy Group's Report and its
recommendations and answered questions regarding the abundance of
the hatchery chum salmon.
DON AMEND, General Manager, Southern Southeast Regional Aquaculture
Association, discussed his views on the Hatchery Policy Group's
Report and its recommendations.
KAY ANDREW, Gillnet Fisherman, discussed the issues of roe
stripping and fish farms and answered questions.
KEN DUCKETT, Representative, Southern Southeast Regional
Aquaculture Association; and Gillnet Fishermen, discussed his views
on the Hatchery Policy Group's Report and its recommendations.
ART NELSON, Fisheries Biologist, Bering Sea Fishermen's
Association, discussed the hatcheries' effect on chum salmon.
JUDE HENZLER, Executive Director, Bering Sea Fishermen's
Association, discussed the situation the state is in with the
overabundance of chum salmon due to hatcheries.
PETE ESQUIRO, General Manager, Northern Southeast Regional
Aquaculture Association, described the association's hatchery
program and answered questions.
DALE BONDURANT, representing himself, discussed his views against
hatcheries.
GARY FANDREI, Executive Director, Cook Inlet Aquaculture
Association, discussed the history of Cook Inlet and commented on
the Hatchery Policy Group Report and its recommendations. He
answered questions regarding the hatcheries.
DENNIS RANDA, Alaska Statewide President, Trout Unlimited,
discussed a publication by the Committee on Protection and
Management of Pacific Northwest Salmon in regards to the negative
effects of hatcheries.
LARRY MALLOY, Director, Kodiak Regional Aquaculture Association,
discussed his support for the private non-profit hatcheries.
HAP SYMMONDS, Plant Manager, Ocean Beauty Seafoods, discussed
having regional control maintained over the private nonprofit
hatcheries.
JERRY McCUNE, President, United Fishermen of Alaska, discussed
support of the private nonprofit hatcheries and market competition.
GERON BRUCE, Legislative Liaison, Office of the Commissioner,
Department of Fish and Game, discussed the department's position on
roe stripping, updated the committee on a law suit regarding roe
stripping and answered questions.
COMMITTEE ACTION
The committee took no action.

The meeting was adjourned at 6:58 p.m.
