Co-Chair Wilson called the House Finance Committee meeting
to order at 9:00 a.m.

SUMMARY
HB 3 STATE LAND SALE; PFD VOUCHER AND ASSIGN.
CSSSBHB 3 (FIN) was REPORTED out of committee
with six "do pass" recommendations, four "no
recommendation" recommendations, and one "amend"
recommendation and with a new fiscal impact note
by the Department of Natural Resources and with a
new zero fiscal note by the Department of
Revenue.
SB 29 EXTEND BOARD OF MARINE PILOTS
SB 29 was REPORTED out of committee with seven
"do pass" recommendations and three "no
recommendation" recommendations and with a
previously published fiscal note: FN1(CED).
Co-Chair Wilson reviewed the agenda for the meeting.
SENATE BILL NO. 29
"An Act extending the termination date of the Board of
Marine Pilots; and providing for an effective date."

Co-Chair Wilson noted the bill had been heard on May 7,
2019 and public testimony had been closed. She had received
no amendments.
Vice-Chair Johnston MOVED to REPORT SB 29 out of committee
with individual recommendations and the accompanying fiscal
note. There being NO OBJECTION, it was so ordered.
SB 29 was REPORTED out of committee with seven "do pass"
recommendations and three "no recommendation"
recommendations and with a previously published fiscal
note: FN1(CED).
[Note: Representative Foster joined the meeting after the
motion occurred. Therefore, he did not sign the House
Committee Report for SB 29].
HOUSE BILL NO. 3
"An Act relating to the purchase and sale of state
land; relating to discounts for veterans on state land
purchases; and relating to assignments of permanent
fund dividends."

substitute for HB 3, Work Draft 31-LS0028\S (Fisher,
4/26/19). There being NO OBJECTION, it was so ordered.
Co-Chair Wilson asked her staff to review the changes for
HB 3.

the changes for the committee substitute:

The title has been changed to reflect the CS to
version U of the bill, "An act relating to the
purchase and sale of state land; relating to discounts
for veterans on state land purchases; and providing
for an effective date."

Page 2, Lines 12-31, and Page 3, Lines 1-2:
Deleted - removing Section 3, removing Section 4, and
removing Section 5 which mandated a military veteran
to use their dividend to purchase and for state land
and subsequent processes and fees from the bill.

accompanying fiscal notes. There being NO OBJECTION, it was
so ordered.
