288 Ms. Jones Responded that it depends on the time of
year.
366 Vice-Chair Bunde Questioned how the request would affect
permanent fund dividends.
388 Ms. Jones Responded that it would be a matter of

461 JOHN MALLONEE, DATA Discussed the Child Support Enforcement

requirements have resulted in a backlog
of processing. The request would look at
efficiency of programs to prevent the

outsourced at a little more than $100
dollars an hour and would serve
approximately 30 people.
DEPARTMENT OF TRANSPORTATION AND PUBLIC
FACILITIES
802 NANCY SLAGLE, Reviewed the Management Reporting System
DIRECTOR, DIVISION Efficiency Analysis and Development
OF ADMINISTRATIVE request. The request would meet the
SERVICES, DEPARTMENT management needs of the department. The
OF TRANSPORTATION funds would provide an analysis
AND PUBLIC information system, and data collection.
FACILITIES It would also be use to streamline
processes within the department. There
are several information systems within
the department.
940 Ms. Slagle Discussed the Airport Improvement Program
Ted Stevens Anchorage International
Airport: Communication Equipment System
Relocation - International Airport Funds
request. These funds would provide
authority for the airport to purchase and
install a communications system. Felt
that owning the system could lower the
overall system cost.
1060 Ms. Slagle Reviewed the Ted Stevens Anchorage
International Airport: Technology Systems
request. She noted that GIS systems would
be upgraded. This is necessary for land
use and other records. Terminal wiring
would also be upgraded. It is not part of
the terminal project.
1258 Ms. Slagle The funds are through revenue bonds
proceeds. The project has been approved.
1312 Representative John Questioned if the airport emergency folks

1333 Ms. Slagle Affirmed. The airport is involved. The
ability to communicate with the FAA and
communities during emergency is critical.
1359 KAREN MORGAN, DEPUTY Discussed coordination efforts with the
DIRECTOR, municipality of Anchorage. Airports have
INFORMATION received federal funding to work with
TECHNOLOGY GROUP, communities. The systems are not
DEPARTMENT OF currently interoperable. There is a plan

currently available.
1500 Ms. Slagle Explained that general funds are not
involved. The airlines requested the
state to bond in order to stabilize
funding.
1617 Ms. Slagle Observed that the three-month summer
schedule might be able to be pin pointed
early in an effort to assist the travel
industry.
1713 Ms. Slagle Reviewed the Right of Way Permitting and
Project Development Management System
request. This request authorizes federal
receipts to move permitting to a web
based application.
1777 JEFF HILL, STATE Provided information on the department's
RIGHT OF WAY CHIEF, request. He noted that there was no

1860 Ms. Slagle Discussed the Statewide: Comprehensive
Document Management System request to
store and manage records. The TIC and the
TAC Committees have reviewed the project.
1918 Co-Chair Williams Questioned what would happen if the
bonding authorization bill were not
passed.
1933 Ms. Slagle Clarified that the funding source would
have to be changed to International
Airport funds.
DEPARTMENT OF PUBLIC SAFETY
1966 KENNETH BISCHOFF, Reviewed the Alaska Public Safety
DIRECTOR, DIVISION Information Network Redesign request. The
OF ADMINISTRATIVE application is over 16 years old. The
SERVICES, DEPARTMENT request would provide funding for
OF PUBLIC SAFETY background checks.
2031 Representative John Questioned if there were federal funds

2050 Mr. Bischoff Responded that the legislature has
appropriated $1.25 million dollars in
federal funds in previous capital
budgets. There have been some operating
grants from the Bureau of Justice. The
total project is approximately $8.5
million dollars over 5 years, of which 30
percent would be federal funding.
2061 Representative John Clarified that the majority would be
Davies software rewrites. There would also be
service purchases to host the software.
