CALL TO ORDER
Co-Chair Richard Foster called the House Finance Committee
meeting to order at 2:00 P.M.
PRESENT

Representative Brown Representative Parnell
Representative Grussendorf
Representatives Therriault and Martin were not present for
the meeting.
SUMMARY
HB 268 An Act making appropriations for capital project
matching grant funds and to capitalize funds;
making, amending, and repealing capital
appropriations; and providing for an effective
date.
CS HB 268 was reported out of Committee with a "do
pass" recommendation.
HOUSE BILL 268
"An Act making appropriations for capital project
matching grant funds and to capitalize funds; making,
amending, and repealing capital appropriations; and
providing for an effective date."
Representative Mulder MOVED work draft #9-GH0024\C,
Utermohle, 5/2/95, as the version before the Committee.
There being NO OBJECTION, it was adopted.
In response to Representative Brown's concern, Co-Chair
Hanley provided a sectional analysis of the work draft and
pointed out the broad title.
Representative Mulder MOVED to report CS HB 268 (FIN) out of
Committee with individual recommendations. Representative

Brown OBJECTED.
Representative Brown advised Committee members that Section
explained that the legislation would provide the House of
Representatives a vehicle to utilize in order to expedite
adjournment.
Representative Brown stated that her preference would be to
provide a real bill which would be scrutinized by both
bodies rather than providing a shell for the other body to
put their bill into. Representative Brown expressed her on-
going frustrations with the process of addressing the
capital appropriation budget.
A roll call was taken on the MOTION to move the bill from
Committee.
IN FAVOR: Kelly, Kohring, Mulder, Navarre,
Parnell, Grussendorf, Hanley, Foster
OPPOSED: Brown
Representatives Martin and Therriault were not present for
the vote.
The MOTION PASSED (8-1).
CS HB 268 (FIN) was reported out of Committee with a "do
pass" recommendation.
ADJOURNMENT
