1. CALL THE MEETING TO ORDER:
The meeting was called to order at 8:30 am by Chair
Conner Thomas.
2. APPROVAL OF AGENDA:
The chair called for a motion to approve the agenda. A
motion was made by Skip Cook. No objection. Agenda
approved.
3. APPROVAL OF MINUTES:
a. August 16, 2017 Full Committee:
Motion by Lee Holmes. No objection. Minutes approved.
b. August 16, 2017 Senate Subcommittee:
Motion by Lee Holmes. No objection. Minutes approved.
c. August 16, 2017 House Subcommittee: Motion by Lee
Holmes. No objection. Minutes approved.
4. PUBLIC COMMENT: No public comment.
5. ADMINISTRATOR COMMENTS/STAFF REPORT:
Jerry Anderson, Administrator, reminded members that the
early registration deadline for the COGEL Conference is
October 31, 2017.
6. MOTION TO GO INTO EXECUTIVE SESSION under AS 24.60.160,
Uniform Rule 22(b) regarding executive sessions, and
Rules of Procedure Section 5: Executive Sessions.
A motion to go into executive session was made by
Representative Chris Tuck. No Objection.
7. EXECUTIVE SESSION
8. PUBLIC SESSION
Chair Conner Thomas announced that several advisory
opinions had been discussed in Executive Session.
Committee Rules of Procedure require a vote in open
session by members as to whether they concur or do not
concur with the Advisory Opinions as amended in executive
session.
AO 17-02: Advises whether a legislator or a caucus may
use legislative office funds or pooled office funds for
social media ads.

AO 17-03: Advises whether a legislator may purchase

of the legislator or purchase social media ads as part of
a caucus for the same purpose.

Chair Thomas thanked the committee for their thoughtful
consideration of each Advisory Opinion.
9. OTHER BUSINESS
There was discussion regarding the next meeting. An
advisory opinion request had been received by the
Administrator, and the requestor did not waive the 60-day
response requirement. It was decided the committee would
meet by teleconference on November 28, 2017 at 10:00 a.m.
at the Anchorage LIO. The January meeting will be held on
January 12, 2018, in Juneau, time and location to be
determined.
10.ADJOURN:
Representative Eastman moved that the meeting be
adjourned. No objection. Meeting adjourned at 1:09 pm.
